Ron Burrows

Rogers County District 3 Commissioner

County infrastructure, regional governance, disaster-policy advocacy and a contested development agenda.

Ron Burrows is Rogers County’s District 3 commissioner, with documented roles in INCOG, Grand Gateway Economic Development Association and national county-government policy work. His record connects local public services with transportation, disaster planning and economic development.

A district seat with countywide responsibilities

The county records Burrows’s elections in 2014, 2018 and 2022 and identifies him as its 2026 board chairman in the rotating chairmanship. Its current roster places him in District 3 alongside Dan DeLozier in District 1 and Steve Hendrix in District 2. County commissioners serve four-year district-elected terms and collectively oversee roads, bridges, finances, policies and county services. Chairing the board is distinct from holding all county executive powers: independently elected officers retain their own responsibilities, and meeting records show decisions being adopted through motions and votes. His district office also has road, administrative and constituent-service staff.

Health and public recreation decisions

County minutes record approval of Burrows’s appointment to the Rogers County Board of Health on November 17, 2025. DeLozier moved approval; Burrows seconded, and both recorded votes favored the motion. The document establishes an appointment event without specifying a term expiration or demonstrating uninterrupted current service. At the same meeting, Burrows supported funding for the Rogers County Rodeo Arena for fiscal year 2025/26. The recorded agenda item gives no dollar amount, so it cannot support an expenditure total. Together the actions show county governance extending beyond road maintenance into health institutions and public recreation.

Infrastructure across jurisdictional boundaries

The Oklahoma Department of Transportation’s April 18, 2025 announcement describes the SH-20 realignment and Flint Road turnpike interchange as a collaboration involving Claremore, Rogers County, the department and the Oklahoma Turnpike Authority. Burrows publicly emphasized the new bridge’s connection across the highway and railroad and its safety value. The announcement reported the new alignment opening while some work remained, including resurfacing the former route before maintenance transferred to local governments. That record places him within a multigovernment infrastructure effort; it does not show that he alone financed or directed construction, nor does an opening ceremony establish final audited costs.

Construction, retail and military service

Ron Burrows’s county biography describes eleven years in construction, including work for Jones Excavating and Wadsworth Construction on roads and bridges, followed by eighteen years in retail management at Kmart and Lowe’s Home Improvement. It also records Army National Guard service from 1981 to 1987 in the 144th Medical Evacuation Hospital Unit. These are the county’s biographical statements; exact employer dates and present financial interests are not established. In a May 2025 National Association of Counties profile, Burrows reported a Bachelor of Science from the University of Utah. That self-description supplies neither a graduation date nor a major.

Two regional governing bodies

Burrows appears as a Rogers County representative on INCOG’s August 17, 2026 board roster and on Grand Gateway Economic Development Association’s current board roster. INCOG provides regional planning and coordination. Grand Gateway’s governing board approves its work program, determines membership dues and selects its executive leadership. These affiliations bring county priorities into organizations serving multiple jurisdictions. They are separate institutions, and a seat on either board does not establish personal control over its staff, contractors or member governments. Grand Gateway’s association board should also be distinguished from its separately listed community development foundation.

Disaster policy beyond the county

The National Association of Counties lists Burrows on its Intergovernmental Disaster Reform Task Force. The organization says the task force’s members were appointed in November 2024 and describes its purpose as improving federal disaster assistance and collaboration among governments. The association’s May 2025 newspaper also identified him as a NACo board member. These dated records establish national policy participation without turning an association appointment into federal decision-making authority. The task force can develop and advocate policy priorities; its roster does not make Burrows the administrator of federal disaster awards or establish that he decides an individual applicant’s eligibility.

A documented connection to the building industry

The Home Builders Association of Greater Tulsa’s Rogers County chapter advertised Burrows as its August 17, 2026 speaker and described him as a fellow association member. That is an institutional source for a trade-association affiliation and a planned forum for discussing county development. It is not evidence that the meeting occurred as advertised, that the association endorsed his campaign, or that its members acted together on a county decision. His former construction employment and this membership are distinct relationships; neither establishes ownership of a present-day construction business.

Outside advertising and the smelter dispute

On October 28, 2026, The Oklahoman reported that 46 Action paid for texts, mailers and advertising supporting Burrows before the November election. The report also described his support for recruiting the proposed Inola aluminum smelter, a project facing public opposition. Burrows told the newspaper he had not known about the group until asked and denied receiving a donation from it. The documented claim is outside advertising in support of a candidate, rather than money received by his campaign or personal income. The report and his response do not establish coordination, a financial interest in the project or misconduct.
