Rogers County District 1 Commissioner
A county commissioner connecting road and bridge administration with regional development and statewide county leadership.
Dan DeLozier is Rogers County’s District 1 commissioner, chairman of Grand Gateway Economic Development Association’s board and a county representative on INCOG’s board. His public career spans county infrastructure, regional services and leadership in the Association of County Commissioners of Oklahoma.
Dan DeLozier’s county biography describes a career rooted in Chelsea. It identifies him as a Chelsea High School graduate, a former elected member of the Chelsea School Board and a construction superintendent. The biography credits him with 28 years at D&B Construction overseeing road, bridge, landfill and other infrastructure work, and 18 years as a volunteer firefighter and emergency medical technician. These are the county’s biographical statements; exact employment and volunteer-service dates are not supplied. They establish the background he presents for county service without establishing ownership of the construction company.
County biography describes construction supervision, school-board membership and volunteer firefighting.
First elected in 2006, then reelected in 2010, 2014, 2018 and 2022.
Gubernatorial order specifies a two-year appointment.
Left the CED 1 chairmanship for the ACCO vice presidency.
Moved the Pelivan ARPA scope change approved unanimously.
County conference report identifies DeLozier as president.

An order filed with the Secretary of State on October 30, 2019 appointed DeLozier to the Governor’s Council for Workforce and Economic Development for a term beginning November 1, 2019 and ending October 31, 2021. The order states that Senate confirmation was not required. It documents a specific appointment into state workforce policy. The historical order does not establish that the same appointment or term remains current, even though later biographies list the council among his affiliations.
The state audit for the year ended June 30, 2024, transmitted in July 2025, reported a repeat finding on payroll controls. Auditors identified improperly timed holiday-leave payments and inadequate supporting documentation in their sample. The board challenged the finding’s lack of a specific statutory citation, described department-head and county-clerk responsibilities, and committed to reviewing compliance and possible additional procedures. The auditor’s response emphasized following county policy and documentation requirements. This is an institutional audit finding and a recorded disagreement about responsibility, not a finding that DeLozier personally received improper payments or committed a crime. The report does not establish whether subsequent corrective work resolved the issue.
The county biography dates DeLozier’s first election to November 2006 and subsequent reelections to 2010, 2014, 2018 and 2022. Independent reporting recorded 66.39 percent in his 2022 primary victory. The current county roster continues to identify him as District 1 commissioner, alongside Steve Hendrix in District 2 and Ron Burrows in District 3. District voters elect commissioners to four-year terms. His continuing office is verified as of October 30, 2026; that observation is not a prediction about who will hold the seat after the next transition.
Grand Gateway Economic Development Association’s current roster identifies DeLozier as board chairman. The association’s board approves its work program and membership dues, selects its executive committee and executive director, and sets policies for staff administration. Its Rogers County representatives include Burrows and Thomas Sweet. DeLozier also appears on INCOG’s August 17, 2026 board roster as a Rogers County commissioner. These are separate regional affiliations. INCOG provides regional planning and coordination; Grand Gateway’s services include public transit and community development. Neither affiliation gives a single county commissioner unrestricted authority over the other member governments.
On August 18, 2025, DeLozier moved approval of a change in scope for a Pelivan Transit award funded through the American Rescue Plan Act. Burrows seconded the motion, and all three commissioners voted in favor. Grand Gateway identifies Pelivan among its public transit programs, providing trips for work, medical appointments and other needs. The vote connects DeLozier’s county role to a regional service institution he also chairs. The minutes establish approval of the scope change; they do not, on that page, establish the project’s final expenditure or completion. No personal financial interest is inferred from the overlapping public roles.
A county announcement in October 2022 recorded DeLozier’s decision to leave the chairmanship of Circuit Engineering District 1 after four years and become vice president of the Association of County Commissioners of Oklahoma in January 2023. By March 2026 the county was identifying him as ACCO president. An April account in Value News dates that presidency to January 1 and distinguishes the association’s volunteer governing board from the executive director’s daily management. ACCO represents county commissioners across Oklahoma and provides training, services and legislative advocacy. This is an association leadership role, distinct from holding statewide executive office.
