Jason Carini

Rogers County treasurer

A county financial officer whose work connects tax collection, public investment practice and state legislation.

Jason Carini is Rogers County’s treasurer and secretary of the Government Investment Officers Association. His public record includes county financial presentations, professional recognition for budget communication and a cash-payment proposal credited by state Representative Derrick Hildebrant.

What the treasurer can decide

The office collects property taxes and keeps and accounts for county revenues. Oklahoma State University Extension explains that the treasurer works from the assessor’s tax roll, can issue delinquent personal-property tax warrants and establish liens, and records receipts in the appropriate funds. This separates the collection function from property valuation. Payment authority is distributed: the clerk prepares warrants, commissioners approve them and the treasurer registers them. The treasurer’s custody of money therefore does not authorize unilateral spending. Commissioners also designate county depositories, while state oversight and reconciliation requirements constrain the handling of public funds.

Education and entry into public office

Jason Carini grew up in Catoosa, according to his Government Finance Officers Association biography. That account identifies a degree from Patrick Henry College and an MBA from the University of Tulsa in 2018. The association dates his election as Rogers County treasurer to 2014 and the launch of a county investment program to 2018. These are attributed biographical statements; they do not establish his personal investment holdings.

What the state review actually established

The State Auditor’s report for May 31, 2023 examined bank reconciliations, certificates of deposit and investments, reconciliation of subsidiary records to the general ledger, and collateral securing deposits and invested funds. The report dated November 9 and transmitted November 20, 2023 recorded no exceptions from those procedures. It explicitly said the engagement was narrower than an audit under generally accepted auditing standards and expressed no opinion on the county’s basic financial statements. That bounded result supports a statement about the specified checks at that time. It does not establish a comprehensive or current clean bill of financial health.

A competitive 2014 election

Theodore J. King’s contemporary Tulsa Today account described Carini as a small-business owner who defeated incumbent Cathy Pinkerton-Baker in the June 2014 Republican primary. It reported a 231-vote margin and said no Democrat filed. The article also described his earlier involvement in the Rogers County Republican Party and an unsuccessful 2012 state House bid. Its explanation of why voters changed sides is the writer’s interpretation. The current county roster independently confirms that Carini now holds the treasurer’s office; the historical election account is not used as proof of present tenure.

A presentation followed by a board decision

The August 5, 2024 commissioners’ minutes record Carini presenting the county’s fiscal-year 2024 financial statement, including its schedule of federal expenditures. The commissioners then approved it unanimously. The record makes the respective actions clear: Carini presented the financial material; the board cast the approving votes. It does not describe the presentation as an independent audit or transfer the commissioners’ authority to the treasurer. This is a concrete example of his role in producing information on which other county officials act.

Budget books and access to tax payments

GFOA’s award spotlight credits Carini with producing the county’s first budget book, developing budget procedures, establishing mobile tax-payment sites and creating investment policy and procedure manuals. These are the awarding association’s descriptions of his work. The budget book makes county finances more accessible to readers; mobile sites take a tax-collection service into communities. An award for presentation is evidence of professional recognition, not a guarantee that every financial decision is sound. GFOA’s separate biography lists county budget-presentation awards for 2021 through 2024.

A professional role beyond Rogers County

The Government Investment Officers Association lists Carini as its secretary. The organization describes its mission as education and training for officials responsible for investing public money, emphasizing preservation of principal, liquidity, investment performance and communication with governing boards and the public. Its officer list brings together officials from several jurisdictions and separately identifies corporate liaison directors. Carini’s listed role places him in a professional association concerned with public investment practice. The roster alone establishes neither a county contract with another member’s employer nor a financial benefit to Carini.

A county administration idea reaches the Legislature

Derrick Hildebrant’s March 25, 2026 House announcement credited Carini with the idea behind HB3075, the Common Cents Act. At that stage, the proposal addressed rounding certain public cash payments following the discontinuation of penny production, while distinguishing electronic payments. This is the legislator’s attributed account of the idea’s origin. The bill’s later history records governor approval on May 11, 2026. The connection shows a county official contributing an administrative proposal to a state legislator; Carini’s contribution did not itself enact the measure. The March announcement is not a substitute for the final amended law.

Interpretation

Several forms of public influence

Carini’s documented influence operates through tax administration, financial reporting, professional association service and proposals to state lawmakers. These channels have different limits. Handling public funds carries accounting obligations; presenting a statement informs a collective decision; association office provides a professional role; suggesting legislation requires lawmakers to act. Following the specific action and institution gives a more useful account of his public position than treating all affiliations as evidence of control.
