Owasso Ward 2 City Councilor; former mayor
A pastor and musician whose public work spans city government, economic development and civic culture.
Alvin Fruga is an Owasso councilor and pastor of The Presence in Owasso. First elected in 2021, he served as mayor from 2024 to 2026 and remains involved in municipal authorities and economic-development decisions.
Fruga’s professional background is in ministry and music. His ministry biography dates his arrival at Oral Roberts University to 1980, his return to California to 1983, and his college graduation and ordination to 1986. A 2025 Oklahoma engineering-conference biography identifies his degree as business administration at California State Polytechnic University in Pomona. These are attributed biographical accounts, rather than independently inspected academic records. His ministry site describes worship leadership at Higher Dimensions Family Church in Tulsa and Heartland Church in Irving, Texas, and work as a songwriter, author and music-ministry consultant. The Presence in Owasso identifies him as a pastor and dates the church’s founding to 2007. These religious and cultural activities explain a substantial part of his public career; they do not establish church control over municipal decisions.
Biographies describe university study in Oklahoma and California, followed by graduation and ordination.
The Presence dates its founding to 2007.
Won the February election and took office May 4.
Council selected Fruga as mayor and authority chair in May 2024 and again May 2025.
Moved adoption of the contested city flag; council approved 3–2.
Moved Loving’s election as mayor and chair, while retaining his council seat.

Fruga moved adoption of the city flag on April 7, 2026. Resolution 2026-04 passed 3–2, with Loving and Cody Walter opposed. Crosswinds News reported objections to the design’s use of imagery derived from the End of the Trail sculpture. Tulsa Indian Club president David Bible argued that its depiction of defeat misrepresented living Native communities. In the earlier debate, Fruga characterized the feedback he had read as mostly positive and defended proceeding with the existing design process. The vote establishes his support and the outcome. The competing interpretations of the imagery remain attributed views; the reporting does not establish unanimous Native approval or a single tribal position.
Alvin Fruga represents Ward 2 on the Owasso City Council. He served as mayor from May 2024 until May 2026, when Paul Loving succeeded him. The current council roster lists Fruga as a councilor, even though an older mobile staff-directory page still calls him mayor. His continuing elected seat, former presiding role and separate authority memberships should be read as distinct responsibilities.
Public Radio Tulsa reported that Fruga won the February 2021 Ward 2 election with 63 percent of the vote after incumbent Chris Kelley chose not to seek another term. Tulsa World’s accessible introduction reports his oath on May 4, 2021. The May 7, 2024 joint minutes record another Ward 2 oath and a unanimous council vote making him mayor and chair of both public authorities. He was selected again in May 2025. On May 5, 2026, Fruga himself moved to elect Loving as mayor and authority chair; the motion passed 4–0. A divided vice-mayor selection that evening was resolved May 19, when all five members, including Fruga, supported Chad Balthrop.
The city’s current roster names Fruga to the seven-member Owasso Economic Development Authority with a term ending in 2027. Its stated task is to plan, implement and promote programs benefiting the local economy; members are appointed by the mayor with council confirmation. September 10, 2026 minutes place Fruga at the authority meeting and record him seconding its consent agenda. Members heard reports on development along the 116th Street corridor and Greenheck’s expansion into the former Macy’s building. Those records establish participation in an economic-development institution and discussion of projects, not personal ownership of the businesses or individual control over incentives.
On May 5, 2026, Fruga moved approval of an engineering agreement with Kimley-Horn and Associates for an update to the Transportation Master Plan. The motion passed 4–0. The minutes specify $400,000 in U.S. dollars for the base scope and four additive alternatives. This is an authorized municipal contract amount, not Fruga’s compensation or a campaign contribution; the vote alone does not prove the full amount was later paid or the work completed. The decision links council policy to the professional planning work used to guide the city’s transportation system.
Fruga has also contributed to the Owasso Character Council’s public writing. Its May 2026 essay under his byline discusses alertness, awareness and preparation, while the May 5 council minutes record him presenting that month’s character trait. The 2025 conference biography describes prior Character Council board service and substitute teaching. This provides a documented connection between his educational, religious and municipal public roles. Exact board-service dates and teaching assignments are not supplied by that biography.
