Michael Spurgeon

Broken Arrow city manager and Tulsa Community College regent

A municipal administrator whose responsibilities also extend to public higher-education governance.

Michael Spurgeon manages the City of Broken Arrow and serves on the governing board of Tulsa Community College. His municipal role concerns daily administration and implementation of council policy; his college role is exercised collectively with the other regents.

Interpretation

Administration under elected policy direction

TCC’s biography identifies Spurgeon as Broken Arrow’s chief executive officer, responsible for daily municipal operations, utilities and implementation of the City Council’s policy direction. This places him between the elected council and the delivery of public services. It does not make the manager the council or give him an individual council vote.

Appointment and professional background

Before Broken Arrow, Spurgeon was director of administration in St. Charles, Missouri. An August 24, 2015 announcement from that city identified his move to Broken Arrow and described almost eight years of service. It said his final official workday there would be September 18, following a transition beginning in August. A City employment-amendment fact sheet dates his appointment to July 21, 2015, the original agreement to August 4 and the beginning of his duties to September 21. These are distinct events. TCC reports a public-administration master’s degree from Rutgers University and a business-administration bachelor’s degree from Edison State College. Its biography also describes Army and Army National Guard service. Those educational and military details are attributed institutional biographical claims.

Employment oversight by the council

The Broken Arrow Sentinel reported a unanimous council decision following Spurgeon’s 2022 performance evaluation and described an annual evaluation and merit-review framework in his employment agreement. The City’s 2023 amendment file documents another proposed contract revision. Its agenda-ready status alone does not establish approval or payment. Current compensation requires the later executed agreements and appropriate payroll evidence. The September 15, 2026 minutes record approval and authorization to execute a twelfth employment amendment as consent item O. All five councilors voted to approve the consent agenda, excluding two unrelated items. This establishes council authorization; the minutes alone do not establish the final signed terms or actual earnings. The attached amendment extends the term to September 20, 2029 and provides a 3 percent cost-of-living increase for fiscal 2027, beginning July 1, 2026, plus a one-time $12,000 performance stipend payable by October 1. These are authorized contract terms, not verified payroll receipts. The published attachment has blank execution fields.

Interpretation

A second public governing role

TCC announced a seven-year regent appointment effective July 1, 2025. Its announcement describes the board’s responsibilities as policy oversight, strategic direction and financial stewardship. His simultaneous municipal and college roles connect two public institutions with different responsibilities. Neither role establishes control over the other institution, a private financial interest or a particular funding decision. The executive appointment order was filed September 5, 2024, ahead of the term’s July 2025 beginning. It specifies Board Position 1 and a June 30, 2032 term expiration, and requires Senate confirmation. The filing date, term start and later announcement are separate milestones. The Senate Journal records confirmation on May 20, 2025: the group of nominations containing his appointment was adopted with 43 affirmative votes, four senators excused and one vacant seat.

A documented college vote

On February 19, 2026, Spurgeon joined five other regents in approving changes to four associate-degree programs: physical science, pre-pharmacy, engineering and mechanical engineering. The same motion deleted the enterprise-development associate-degree program. The minutes record six yes votes and one absent regent. The proposal came from the Academic Affairs and Student Success Committee; the record establishes his vote, without establishing that he originated the changes.

Regional representation

INCOG’s board roster, dated August 17, 2026, also lists Spurgeon as a Broken Arrow representative and identifies his city-manager role. This is a third documented institutional position, alongside municipal administration and college governance. The roster establishes membership; it does not establish that he controls the regional organization or made a particular regional decision.
