Shane Stone

Government Affairs Director, City of Tulsa

A former Oklahoma legislator connecting Tulsa City Hall with state government and municipal networks.

Shane Stone is Government Affairs Director for the City of Tulsa, appointed by Mayor Monroe Nichols in December 2024. He previously represented south Oklahoma City in the Oklahoma House of Representatives and worked in Arizona municipal administration. His current institutional connections include INCOG and an alternate board seat with the Oklahoma Municipal League.

Interpretation

Representing Tulsa across governments

The City describes Stone's assignment as representing Tulsa at local, state and federal levels, maintaining relationships with policymakers and agencies, advancing legislation and seeking resources. This is an appointed advocacy and coordination position. The role description does not give him an independent legislative vote, the power to enact a City budget or unilateral authority to commit another government. A successful legislative proposal still requires action by the institutions empowered to adopt it.

Education and the move into municipal work

The Oklahoma Eagle reports that Stone holds a bachelor's degree in political science and a master's in public administration from the University of Oklahoma. Oklahoma City Community College also lists him among its alumni Hall of Fame honorees. Degree dates are not established in the sources used here. Tulsa's appointment announcement describes municipal work in Scottsdale and Maricopa, Arizona, including service as assistant to Maricopa's city manager and police executive administrator. These are separate administrative assignments, not evidence that he served as city manager.

Planning work and a campaign-finance commitment

Minutes of the January 22, 2025 mayor-Council retreat record Stone and Council Administrator Sarah Davis presenting the retreat process and facilitating discussion of consensus priorities. The meeting notice expressly limited the session to discussion, with no action. This documents involvement in shaping the planning process without attributing later budget decisions to him. In his 2019 departure announcement, reproduced by Muskogee Politico, Stone pledged campaign funds toward the election of his successor. That is a documented commitment; the original expenditure filing and election-board receipt have not been verified, so this profile does not call it a completed payment or publish a dollar amount.

Legislative service and a corrected resignation

Stone entered the House in 2014. A 2019 House committee roster identifies him as a Democrat from Oklahoma City serving on Administrative Rules. His departure illustrates why later records matter: a December 3, 2019 letter set his resignation for December 31, but a December 12 replacement changed the effective date to January 1, 2020. The House Journal prints both letters and records District 89 vacant when the House convened on February 3. The corrected letter governs this profile's timeline.

An administrative record in Arizona

A Maricopa property-development invitation with an initial June 2022 review date identifies Stone as assistant to the city manager and the bid contact. A Council item created in May 2024 names him as police executive administrator and presenter of a proposed agreement with Pinal County for 911 system billing and payments. The Council approved the agreement on June 18, 2024. These records document practical work connecting procurement and intergovernmental administration. Being the contact or presenter does not establish that he owned the property, selected a bidder or personally approved the agreement.

A mayoral relationship and two municipal networks

KJRH's appointment reporting describes Stone as Nichols' former legislative colleague and friend. The professional relationship is now formalized through his City job. Separately, INCOG's August 17, 2026 roster places him in Tulsa's delegation alongside other municipal and county representatives. The Oklahoma Municipal League lists Nichols as Tulsa's director and Stone as Tulsa's alternate. The distinction matters: an alternate listing should not be presented as an unrestricted regular board seat. Neither roster establishes Stone's position on a particular vote.
