Monica Hamilton

Director of Customer Care, City of Tulsa

The administrative connection between residents’ requests, City work orders and the departments responsible for responding.

Monica Hamilton leads the City of Tulsa’s Customer Care Center and its 311 service. Residents use the center to request municipal services, seek information and report problems. Her office manages how those contacts enter City systems and reach the responsible departments; it is a non-emergency service, separate from 911.

Interpretation

Authority over service and staffing

The June 15, 2022 job classification gives the director responsibility for 311 strategy, service standards, integration with City work-order systems and the department’s budget administration. It assigns staffing, training and personnel decisions under City policies, and service levels within the approved budget. The director advises the mayor and senior staff on resident feedback, works with other department leaders and provides updates to elected officials and public bodies. These powers concern customer-service administration. They do not give Hamilton sole authority over utility rates, road-repair schedules or another department’s budget. A request reaching 311 is therefore different from the underlying work being approved or completed.

A career in constituent services

The City’s June 2020 appointment announcement describes Hamilton’s earlier Tulsa roles as mayoral aide, neighborhood-office director, Mayor’s Action Center director, interim Customer Care director and constituent-services director. It says she left for Texas in 2012 and later served as deputy chief of staff and executive general manager for the City of Fort Worth. The announcement scheduled her return to Tulsa as Customer Care director for July 6, 2020. This is the City’s account of her career; it does not establish exact dates for every earlier position.

Billing problems and difficulty reaching staff

Public Radio Tulsa reported in December 2021 that staffing shortages affected both meter reading and the call center: estimated bills prompted questions while residents struggled to reach customer-service agents. Hamilton acknowledged that the City’s ransomware incident had shaken trust and that callers’ inability to reach a person compounded the problem. Her explanation identifies interconnected operational failures, rather than attributing every billing issue to a single employee or department. The article records conditions at that time, not proof of their persistence or resolution today.

A documented neighborhood-office role

Original January 24, 2006 Board of Adjustment minutes identify Hamilton as director of the Mayor’s Office for Neighborhoods. In a development case, she said neighborhood representatives wanted more time to speak with the applicant and conveyed the mayor’s support for a continuance. The board then voted to continue the case. The record shows a liaison carrying residents’ and the mayor’s concerns into a hearing. It does not make her a voting board member or prove that her intervention alone determined the outcome.

Interpretation

What a service request can—and cannot—show

In August 2026, the Tulsa Flyer quoted Hamilton explaining that app and web requests route directly to the appropriate department. The article attributed faster results through those channels to her, while reporting that a neighborhood user sometimes waited for responses. The Flyer also described difficulty obtaining detailed request-location records from the City’s tracking system. Those limitations matter when evaluating performance: the public record of requests is not necessarily a complete record of repairs, and routing a report does not itself establish completion. A comparison of response times would require consistent request categories, dates and closure records.
