Michelle Brooks

Director of Communications and Mayoral Press Secretary, City of Tulsa

A municipal communications leader serving across administrations, with a record in emergency information and professional training.

Michelle Brooks directs communications for the City of Tulsa and serves as press secretary for Mayor Monroe Nichols. G.T. Bynum appointed her director in March 2020 after deputy and interim assignments. Her public role connects City departments, journalists and residents, including during emergencies.

Interpretation

Managing information across City government

The Communications Department describes centralized editorial, design, media-relations, digital and employee-engagement services. Its practical work includes helping departments prepare information and coordinating how it reaches residents. The media center identifies Brooks as the contact for the mayor and general inquiries, while listing distinct police and fire information offices. TGOV is managed by the City Council. These divisions limit any claim that Brooks controls all municipal communications. Her position establishes responsibility for public messaging, not independent authority to enact ordinances or decide the policies she explains.

Education and professional credentials

The City identifies Brooks as an Oklahoma State University business-administration graduate in marketing. PRSA Tulsa lists her Accreditation in Public Relations with the year 2015. Its March 2025 leadership-transition program identifies her as a speaker alongside the City communications team and describes experience in crisis communication, media relations and issues management. The program is an institutional account of professional experience, not an independent evaluation of performance. Degree and original City hiring dates are not established here.

Explaining a disputed administrative change

In June 2026, Tulsa Flyer reported disagreement over the mayor's move toward a civil-service public-safety commissioner position. Council members said they had not been informed during budget discussions. Brooks explained the administration's rationale in terms of continuity and coordination and said the hiring process would follow human-resources procedures. The exchange documents her role communicating the administration's position; it does not establish that she designed the change or personally decided whom to notify. The report is a dated account of that dispute, not verification of the subsequent hiring outcome.

Emergency communication as a core assignment

The 2020 appointment announcement credits Brooks with leading joint information centers during the 2017 Midtown tornado and 2019 flood. It also identifies communications work on the Tulsa Sobering Center, the 1921 Graves Search, A Better Way and the rollout of 311. These are named communication assignments; they do not establish management of the underlying programs or sole responsibility for their outcomes. By March 2020, the City said she had worked there for more than thirteen years, placing the director appointment within a longer municipal career.

Sharing practice beyond City Hall

Minutes of the Oklahoma higher-education Communicators Council's January 2023 meeting record Brooks presenting a crisis-communications case study. That is a documented connection between municipal communications and the state's higher-education professional network. The City's 2020 biography also reported board service in the Tulsa chapters of PRSA and the Association for Women in Communications. Those dated affiliations should not be treated as proof of current board membership.
