Gene Bulmash

Senior Advisor - Housing, City of Tulsa

A housing-policy professional connecting mayoral priorities, public land and planning decisions.

Gene Bulmash is the City of Tulsa’s senior housing advisor under Mayor Monroe Nichols. He came to Tulsa from the District of Columbia’s housing agency. His current work includes coordinating housing policy and serving as the mayor’s designee on the City of Tulsa Planning Commission, a body distinct from the former metropolitan commission.

Housing policy and its limits

The City assigns Bulmash work on affordable housing, homelessness and equitable development, in collaboration with departments, community organizations and private partners. Its housing priorities page names him as the lead for these efforts. This establishes a coordinating and advisory role. It does not establish that he can independently sell public property, bind a school district or approve every development proposal. The authority for a particular transaction must be traced to the landowner and the relevant approval record.

Washington housing work before Tulsa

Tulsa’s December 2024 appointment announcement describes Bulmash as a former Housing Preservation Officer and inclusionary-zoning manager at the DC Department of Housing and Community Development, with a law degree from the Illinois Chicago School of Law. A March 2018 agency newsletter documents him as its inclusionary-zoning program manager, explaining regulation changes to attorneys and developers at a DC Bar event. The DC Association of REALTORS’ September 9, 2021 speaker biography provides more detail about that work and his earlier career. It identifies him as managing both the inclusionary-zoning and affordable-dwelling-unit programs. According to that biography, he previously practiced real estate, municipal and corporate law for more than twenty years in Chicago, London, Washington and Singapore, including managing his own firm. It identifies a bachelor’s degree in accountancy from the University of Illinois and a law degree from the John Marshall Law School in Chicago. The biography does not establish graduation dates or exact employment transitions.

The Cry Baby Hill proposal

Tulsa Flyer reported that Bulmash addressed prospective developers at a July2026 meeting about City and Tulsa Public Schools surplus sites. Its account distinguishes City review of its properties from school-board review of district properties. At Cry Baby Hill, the proposal involved a lease and housing development, while neighborhood representatives wanted the cycling event and its community role preserved. The report captures a real policy tension over how public land should be used. It does not establish the eventual lease terms, selected developer or completed outcome.

Family connections to philanthropy and local news

The Oklahoma Eagle identified Emily Kaiser as Bulmash’s wife when reporting his Tulsa appointment in December 2024. Emily Kaiser is George Kaiser’s daughter. GKFF lists her as a board member, and Tulsa Flyer also lists her on its board of directors. These documented relationships connect the City’s housing adviser, through his spouse, to foundation governance and local-news governance. They are relevant context for examining particular housing decisions, institutional partnerships and coverage of his work. They do not establish that Bulmash exercises foundation authority, that relatives directed his appointment, or that anyone intervened in news coverage.

A current seat on a new commission

The Planning Office roster lists Bulmash as the mayor’s designee on the City of Tulsa Planning Commission. The Council’s account explains that separate city and county commissions replaced the joint metropolitan arrangement, with the City commission effective September2,2026. The Planning Office describes the City body as making zoning recommendations to the Council and handling comprehensive planning, subdivision plats and lot splits. His commission role is therefore a separate institutional connection from his staff job. A roster entry alone does not establish his vote on any particular case.

Public land as a housing tool

In January2026, the City announced a PartnerTulsa request for housing proposals on three Tulsa Development Authority properties on Archer and Troost. Bulmash described returning underused public land to productive use as a way to advance housing goals. The announcement identified a proposal process and a March deadline. It does not establish that developers were selected, land transferred or homes completed. Those later steps require award, transaction and construction records.
