Jabraan Pasha

Chief Health Officer and Senior Advisor - Community Health, City of Tulsa

A physician linking municipal health coordination, medical education and health philanthropy.

Jabraan Pasha serves as Chief Health Officer and senior community-health adviser for the City of Tulsa. Mayor Monroe Nichols announced his appointment in March 2025. His work brings healthcare institutions into municipal planning, while his separate nonprofit board role involves health philanthropy.

Coordinating a citywide health agenda

The Office of Health and Well-being describes its task as aligning resources, sharing data and convening healthcare providers, public-health agencies and community organizations. Its priorities include a health coalition, neighborhood-based identification of disparities and mental-health initiatives. These sources establish a coordinating role. They do not establish independent authority to regulate hospitals, direct the Tulsa Health Department or appropriate municipal funds. Those powers would require separate legal and budget records.

Clinical training and academic leadership

Telligen’s biography identifies Pasha as a Tulsa native with undergraduate and medical degrees from the University of Kansas and internal-medicine residency training at Mayo Clinic Arizona. The American College of Physicians biography lists leadership of the OU-Tulsa Hospitalist Program from 2016 to 2023 and service as assistant dean of student affairs from 2021 to 2023. These are institutional biographical accounts; degree years and employment agreements have not yet been established.

Mental-health planning and institutional continuity

In September 2026 the City announced that Gerard Clancy would consult for one year, working with Pasha and community partners on Tulsa’s first citywide mental-health strategic plan. Tulsa Flyer reported that Pasha oversees the office and that planning was just beginning. The report also describes an earlier academic connection: Clancy was dean when Pasha joined the medical-school faculty. This provides institutional context for the collaboration, without establishing a procurement preference or conflict. An announced planning assignment is not evidence of a completed plan or improved outcomes.

A professional association role with a future term

The American College of Physicians identifies Pasha as Oklahoma chapter governor-elect. Its announcement specifies a training year followed by a four-year governor term beginning in spring 2027. The governor represents chapter members within the professional association. This is distinct from an elected governmental governorship and should not be presented as a role he already holds. The same biography records national early-career-physician council service from 2021 to 2024.

A separate role in health grantmaking

Telligen Community Initiative currently lists Pasha as a board member. The organization says its board approves strategy and all grant awards. Its biography links him directly to Tulsa’s health office, supporting the identity match across the two roles. Membership establishes participation in collective governance; it does not establish that he personally approved a particular grant or that foundation funds supported his City work. Grant-level records and any recusal documentation remain necessary for those conclusions.
