Christy Basgall

Director of Finance · City of Tulsa

A municipal finance administrator whose responsibilities span budgeting, treasury operations and employee retirement governance.

Christy Basgall directs the City of Tulsa Finance Department. A separate mayoral order appointed her City Treasurer, and the Municipal Employees’ Retirement Plan Board lists her as a trustee. Those roles connect the preparation and management of city finances with stewardship of employee retirement benefits, through different legal powers and collective decisions.

What the finance director can decide

The department centralizes accounting, budgeting, purchasing, treasury functions, utility services and the City Clerk’s Office. Basgall leads that administrative work. The Tulsa City Council approves the annual budget, while the mayor submits it and manages administrative departments. Her office therefore supplies financial information and carries out fiscal administration within a system that reserves appropriation decisions to elected officials. The separately elected City Auditor provides independent oversight; the finance director does not control that office.

Accounting training and a career inside City Hall

In a biography filed for the retirement-board employee-representative election on November 4, 2021, Basgall reported a 2003 bachelor’s degree in accounting from Northwestern Oklahoma State University and a 2004 MBA from Fort Hays State University. She identified herself as a Certified Public Accountant and Certified Public Finance Officer. The same filing placed her in a City accounting-manager role in 2010 and as assistant controller from 2011 through the filing date. These dates are her reported professional history, rather than independently obtained university or personnel records.

Reported policy dispute

The debate over recurring spending and reserves

Public Radio Tulsa reported in January 2025 that Basgall warned the City’s reliance on reserves to balance general-fund spending was unsustainable. She discussed employee raises and Zink Lake construction as contributors and suggested eliminating long-vacant positions; Mayor Monroe Nichols emphasized examining operating efficiency. The report documents a policy discussion, not a finding of misconduct or an audited final-year result. Nichols’s April 2025 budget speech subsequently thanked Basgall, City Administrator Mike Miller and the budget staff for preparing the proposal. That credit establishes their administrative contribution, not sole authorship of the adopted budget.

The transition to finance director

The City’s April 15, 2024 announcement about Tammy Pitts’s retirement identified Basgall as the selected successor and said she was already working concurrently in the role. The FY2025–2026 budget identifies her as Finance Director, and the current department and management pages continue to do so. This establishes the transition and present role without treating the planned retirement schedule as proof of an exact handover day.

A separate appointment to handle city funds

Executive Order 2024-03, signed by G.T. Bynum on May 22, 2024, appointed Christina M. Basgall as City Treasurer with immediate effect and rescinded the order appointing Pitts. It authorizes her to deposit and maintain city funds in Council-approved depositories, invest city funds and perform other duties assigned under the City’s governing law. The Council’s role in approving depositories is an explicit limit on that authority. This appointment is a distinct event from her continuing employment as finance director; the City’s executive-order register still links the order.

Retirement investments and collective board authority

The City’s benefits page lists Basgall in the retirement board’s third department-head or elected-official seat, with a stated term ending December 31, 2027. The board establishes investment policy, determines benefit eligibility and authorizes plan payments; appointment of administrators and advisers requires mayoral approval. These are board powers, not Basgall’s individual discretion over every pension decision. The plan covers eligible municipal employees and excludes several categories covered separately, including police and fire personnel in state plans.

Changing seats and a dated chairmanship

An October 29, 2024 special-meeting agenda named Basgall as retirement-board chair and scheduled consideration of changes to the plan’s governing ordinance. The November 20 Council agenda then listed an appointment replacing Jack Neely, with a term ending in 2027. The current benefits roster supports continuing membership, but an agenda alone does not prove a confirmation vote, meeting attendance or adoption of the proposed plan changes. The 2024 chair listing is a historical observation, not a claim that she remains chair today.

A financial role in public cultural venues

The Tulsa Public Facilities Authority’s 2023 request for proposals for management of the BOK Center and Cox Business Convention Center listed Basgall, representing City Finance, on its evaluation committee. The document places her within a procurement process affecting major public venues. It does not establish a board seat, a personal financial interest in an operator or the outcome of the contract award. The connection is between her financial-administration role and a particular public procurement.
