Director of Tribal Policy and Partnerships, City of Tulsa
A City official working across municipal and tribal governments.
Amanda Swope is the City of Tulsa’s Director of Tribal Policy and Partnerships. The position connects municipal policy with tribal governments and Native community priorities. Her December 2024 appointment announcement described a move from the Oklahoma House of Representatives into city administration.
The City describes Swope as a Muscogee Nation citizen and Osage descendant. Its biography lists a psychology undergraduate degree from Northeastern State University and a 2018 Master of Public Administration from the University of Oklahoma. It says she began Muscogee Nation work in 2018 as a self-governance analyst and was its tribal juvenile justice director when selected for the City position. These are attributed institutional biographical claims.
City biography dates her public-administration degree and entry into Muscogee Nation work to this year.
City announces a planned January29,2025 start.
The governor’s special-election proclamation identifies this as the effective date of her irrevocable resignation.
July reporting describes discussion of potential funding and land.

Crosswinds News reported on a June 2026 community listening session involving the City office and Native community organizations. Swope discussed possible grants, partnerships and a potential land donation. The reporting describes planning, not an awarded grant, completed land transfer or operating center. Participants emphasized community input on location and programming. The newsroom also helped organize the session, a relevant distinction when using its account as reporting.
The City announcement identifies prior service representing House District 71 and chairing the Tulsa County Democratic Party from 2019 to 2022. It scheduled her City start for January 29, 2025 and said she would vacate the legislative seat. The governor’s January 13 proclamation confirms that her irrevocable resignation was effective January 28, 2025. This separates the legislative departure from the following day’s announced City start.
