Cassie Reese Tipton

Tulsa Parks Board member and Gilcrease trustee; hospital strategy officer

A civic and hospital leader with documented roles in public boards, professional networks and ballot campaigns.

Cassie Reese Tipton serves on Tulsa’s Parks and Recreation Board and Gilcrease Museum trustees. Parkside lists her as chief external strategy officer. Her documented civic record also includes young-professionals leadership, a county oversight appointment and a historical ballot-committee treasurer role.

Public office and decision powers

Cassie Reese Tipton serves on Tulsa’s Parks and Recreation Board and the Gilcrease Museum Board of Trustees. The City lists both terms from June 12, 2024, through May 1, 2028. Parks Board members advise the mayor and Council on the park system and serve as museum trustees ex officio. The trustees exercise management powers collectively. The two seats therefore form a formal institutional connection: Parks membership carries a museum governance responsibility. Neither seat gives an individual member unilateral authority over a department or museum.

Interpretation

Reading the overlapping roles

The strongest connections are supported by different kinds of records: a City roster for public seats, county minutes for an appointment, an employer roster for a staff position and a campaign filing for a historical treasurer role. Those distinctions matter when assessing what Tipton can decide and whom she represents in a particular setting. Her affiliations identify several places where civic, business and philanthropic work meet. They do not, by themselves, demonstrate coordinated institutional action, a conflict in a specific decision or control over other participants.

Hospital leadership and earlier board service

Parkside lists Tipton as its chief external strategy officer. The title places her on the hospital’s leadership team, alongside separately identified executive, financial and clinical officers. It does not establish that she controls clinical decisions or owns the hospital. The organization’s 2023 community benefit report lists her as a director. Read together, the records document a historical board role and a current staff role; they do not supply a precise date for the transition. The Tulsa Regional Chamber independently of that staff listing also identified her Parkside position in its February 2026 event report, using the shorter name Cassie Reese.

A career built partly through civic participation

The Chamber identifies Tipton as the 2011 chair of Tulsa’s Young Professionals, known as TYPROS. Its February 25, 2026 account describes her return as a guest speaker at a professional-development session. She argued that relationships formed in early-career civic work could endure as peers moved into elected office, businesses and foundations. That is her interpretation of the network’s value, reported by the institution hosting the event. TYPROS began in 2005 as a Chamber community-development initiative. This places her former leadership inside an established business and civic organization, rather than treating it as a public office.

A documented county oversight appointment

Tulsa County commissioners’ December 4, 2023 minutes record Tipton’s reappointment to the Vision Sales Tax Overview Committee for a three-year term beginning January 1, 2024, and ending December 31, 2026. The recorded motion passed without a dissent. This is a county appointment distinct from her City parks and museum seats. The minutes establish the appointment event and its stated term; they do not establish an individual power to appropriate funds, award a contract or alter a voter-approved tax. They also provide a firmer date anchor than an undated membership page whose employer label may be old.

A ballot committee role, documented in an original filing

A municipal political-committee statement filed November 5, 2019 names Tipton as treasurer of Citizens for Tulsa. The stated purpose was passage of the Improve Our Tulsa ballot initiatives. This establishes a specific administrative role in a ballot campaign, rather than an inference from attendance or a shared donation. The record is historical: it does not establish that she remains the committee’s treasurer. Committee funds are separate from a treasurer’s personal income, and the appointment of a treasurer does not itself establish personal contributions or compensation.

A historical connection to cultural fundraising

A May 2023 OKPOP announcement lists Tipton among the OKPOP Foundation’s board members and identifies her affiliation at that time as CEC. It describes the foundation as the fundraising arm supporting the museum, working with the Oklahoma Historical Society. Her listed foundation service connects her to cultural philanthropy, while the City roster separately establishes her Gilcrease trusteeship. The foundation, museum and state historical agency are distinct institutions. The 2023 announcement is a dated board snapshot and employer label; it does not establish current foundation membership or present employment at CEC.

School-bond advocacy and the subsequent vote

Tulsa Flyer’s April 2, 2026 reporting identifies Tipton in a photograph at a news conference promoting the Tulsa Public Schools bond proposal. This documents her appearance at a particular public advocacy event. The report does not give her a campaign title or attribute a statement to her, so those additional roles cannot be inferred. The district subsequently reported that voters approved all four propositions on April 7. The outcome belongs to the electorate; the available reporting does not measure Tipton’s individual effect on it.
