Listed PartnerTulsa trustee and Finance and Budget Committee chair
Development finance, college fundraising and nonprofit advisory service.
Joan Parkhurst is listed as a Tulsa Authority for Economic Opportunity trustee and Finance and Budget Committee chair. Her documented civic work includes a 2016 TCC Foundation chairmanship and current advisory service with Meals on Wheels of Metro Tulsa.
A July 2015 Tulsa Community College announcement identified Parkhurst with Parkhurst Investments. PartnerTulsa’s FY 2022 report used the same affiliation. Those dated institutional records establish the business name associated with her civic work, but do not specify a job title, ownership percentage or employment dates. Her development-authority service is documented earlier: the League of Women Voters’ January 2012 directory listed her as secretary/treasurer of the Tulsa Industrial Authority. The City now identifies that authority as the former name of TAEO. This is part of the institution’s history, rather than evidence of two simultaneous appointments to unrelated authorities.

Interpretation
Both PartnerTulsa and the City continue to list Parkhurst as a trustee. The City’s seat entry still gives June 30, 2026 as the term end; the sources reviewed do not establish a subsequent renewal date. Her listing is reported as it appears, without inventing a new term or treating the displayed date as proof of departure. The strongest documented connections span development finance, educational fundraising and nonprofit advice. These overlapping forums may help explain her civic reach, but they do not demonstrate that the institutions coordinate their decisions. A specific conflict-of-interest or transaction claim would require its own disclosures, minutes and evidence.
PartnerTulsa’s 2024 annual report named Parkhurst as treasurer. Its current trustee page uses the more specific committee title, Chair of Finance and Budget. Together, these sources document financial leadership at two points in the authority’s recent history without supplying the exact dates of each office. The annual report also describes the board’s purpose as bringing Tulsa’s economic-development resources and assets into a coordinated model. It distinguishes trustees from the professional finance and real-estate staff. A reader assessing an expenditure should therefore look for the relevant board action and staff implementation records, rather than treating the treasurer or committee chair as the sole authorizing official.
Tulsa Community College announced Parkhurst as vice chair of its foundation in July 2015. The same announcement separately identified the college’s Board of Regents and its officers. That distinction matters: the foundation develops relationships and financial support for scholarships, student development and capital or equipment needs; it is not the college’s governing board. The Journal Record identified Parkhurst as the foundation’s chair in 2016. Her work therefore connects private fundraising with a public educational institution, while the documented title does not confer the regents’ authority over the college. The historical chairmanship is not presented as a current office.
The Journal Record’s July 2016 account also placed Parkhurst on the committee for the foundation’s Vision in Education Leadership Award Dinner. The article described the event as a fundraiser supporting scholarships, student academic conferences, visiting scholars and classroom enhancements. This establishes a specific fundraising responsibility during her chairmanship. It does not establish a personal gift amount or make all money raised at the event her individual contribution. Nor does participation in a charitable awards event, by itself, establish a campaign endorsement or employment relationship with the honoree.
The college’s donor list for the Thomas K. McKeon Center for Creativity names Joan P. Parkhurst among those who helped make the center possible. TCC describes the facility as a home for visual arts, digital media and design, and mass communication, alongside workshops, exhibitions and events open to the public. The center opened in 2009 and received its current name in 2014. The donor acknowledgment documents support for that educational and cultural setting; it supplies neither Parkhurst’s gift date nor its value. It also does not make her the center’s program director or establish continuing influence over exhibitions.
Meals on Wheels of Metro Tulsa currently lists Parkhurst on its advisory council. The organization’s team page separately names its executive staff and governing board of directors. The placement supports an advisory connection to the nonprofit, rather than a claim that she manages its staff or holds a current director’s seat. This is a different form of civic participation from her public-authority trusteeship and former foundation chairmanship. The source does not supply an appointment date or a defined individual portfolio.
