J. Terrell Siegfried chairs the Tulsa Authority for Economic Opportunity’s Economic Incentives and Strategy Committee. He is NORDAM’s deputy general counsel and corporate secretary, remains Of Counsel at Hall Estill and serves on the Aeronautical Repair Station Association board.
Hall Estill dates his University of Tulsa management degree to 2002, his Notre Dame law degree and Oklahoma admission to 2007, and his association with the firm to 2007. ARSA’s 2021 account says he joined NORDAM as senior legal counsel in 2012 and became assistant general counsel and corporate secretary in 2016. The employer now uses the title deputy general counsel. These dated accounts describe a progression from outside legal practice to in-house work; the exact date of the latest title change is not supplied. Interpretation
The documented pattern connects public development oversight with corporate law, aerospace-industry representation and education. The roles explain several forums in which Siegfried participates, but they give him different responsibilities and do not establish that the institutions act as one organization. Assessing a potential conflict in a particular public transaction would require that transaction’s disclosures, recusals and decision record. The current trustee and association rosters are the best starting points for officeholding; dated interviews explain stated priorities, and the campaign filing supports a specific historical payment. None substitutes for evidence about a particular incentive decision.
NORDAM’s current leadership page identifies Siegfried as deputy general counsel and corporate secretary. A May 2023 PartnerTulsa interview described his work as managing legal activities and corporate governance and helping executive leadership comply with state, federal and international requirements. His position connects him to the company’s internal legal and governance work; it does not by itself establish an ownership share. Hall Estill separately lists him as Of Counsel. Its biography dates that arrangement to 2012, when he moved into NORDAM’s senior legal counsel role after practicing corporate, tax and estate-planning law.
The Aeronautical Repair Station Association says Siegfried joined its board in 2017 and was elected president on October 22, 2021 for the 2022 leadership year. A Tulsa World report on the election was excerpted in the association’s November 17 dispatch. ARSA’s present governance roster lists him as a director, while its presidency is held by someone else. The association represents aviation-maintenance interests, including firms operating in a regulated international industry. His board service supplies a connection between NORDAM’s legal work and an industry forum; association office is distinct from a government regulatory appointment. The 2021 announcement also identifies NORDAM as a member since ARSA’s 1984 founding, placing his service within an older institutional relationship.
In the 2023 PartnerTulsa interview, Siegfried pointed to the redevelopment of Morton Hospital and Kirkpatrick Heights and singled out the Fair Oaks Industrial District for its potential to attract employers and well-paid jobs. He framed trusteeship as a way to give back to Tulsa and described a city with economic opportunity and a good quality of life as his goal. These are attributed priorities from a dated interview. They establish his expressed interests, rather than a quantified outcome, a recorded vote on a particular agreement or proof that he alone caused a project to proceed.
Monte Cassino School currently names Siegfried on its board. GO for Catholic Schools lists him on its advisory board, separately from its governing directors. GO describes itself as the charitable organization managing a Catholic-school tax-credit scholarship fund. Those are distinct institutional relationships: a school board seat and an advisory role in scholarship support. NORDAM also lists his service on the University of Tulsa President’s Council and the law school’s Dean’s Advisory Board. TU credits him with co-establishing a 2013 spirit-squad scholarship endowment; its donor account supplies no dollar amount. These records establish service and support without measuring control over admissions, university spending or scholarship selection.
NORDAM describes Siegfried as a founding Flight Night board member. The event’s institutional setting has changed: Tulsa Regional STEM Alliance minutes from March 1, 2022 discussed taking responsibility for planning and carrying out Flight Night, with a memorandum of understanding then being developed. The current event site identifies the alliance as its operator and calls Flight Night its signature fundraiser for STEM education. The founding-board connection and the present event operator should therefore be read separately. Neither the employer biography nor the event history establishes that Siegfried personally directs the alliance or determines each educational grant.
Friends of G.T. Bynum, 2020 reported an individual contribution of $1,000 from Terrell Siegfried on June 12, 2019. The mayoral campaign’s report covers April 1–June 30, 2019 and was filed July 25; its occupation/employer entry identifies NORDAM’s assistant general counsel, supporting the identity match. The amount is a historical campaign receipt, not personal income or a company donation. It appears in transaction, reporting-period and aggregate columns, which must not be added together. This filing snapshot does not establish lifetime giving, a later campaign balance, an endorsement or a connection between the contribution and any public decision.
