Shafer presided over the June 2, 2025 meeting and opened and closed the hearing on the proposed 2025–2026 general-fund budget. The commission approved the budget and an EMS fee increase, renewed the city manager’s contract for two years, and appointed Shelley Nachtigall to the Ward I vacancy. The recorded affirmative votes on these actions name commissioners Joe Sagi, Bob Firth and Danny Stanley. They do not name Shafer as an affirmative voter. These minutes document decisions made during his mayoralty and his role as presiding officer; they should not be converted into claims that he personally cast those votes or unilaterally made the appointments.
Larry Shafer is mayor of Collinsville, chair of the Collinsville Municipal Authority and the city’s INCOG board representative. The city’s September 21, 2026 agendas identify him in the first two capacities, while INCOG publishes the regional membership. The titles describe separate public roles. The City Commission considers municipal policy and land-use decisions; the authority meets separately with its own trustee agenda; the regional board connects Collinsville with other local and tribal governments. The records do not establish that Shafer individually controls any of these bodies.
Local reporting identified Shafer as a new Ward III commissioner in January 2012. The city’s biography describes eight years in that office before his election as mayor on February 11, 2020. The local news site cvilleok reported a 298–289 victory over Jerry Garrett and a transition scheduled for May. Shafer’s professional profile similarly dates his mayoral service from May 2020. The official biography still displays a May 2026 term date, so this profile relies on the later September agendas to establish his continuing role rather than treating that old date as an expiration that necessarily ended his service.
The city biography credits Shafer with a bachelor’s degree in accounting and more than forty years in the financial industry. His professional profile lists Oral Roberts University attendance in 1975–1979. These sources describe his background; neither establishes an independently verified graduation date here. His profile also reports Collinsville Chamber of Commerce board service from 2002 to 2007 and the presidency in 2004. The 2004 presidency is corroborated by contemporary local coverage of a Main Street awards event. Those connections place his public career alongside local business advocacy without establishing ownership of a bank or other company.
Shafer reports serving on Collinsville’s Vision 2025 committee in 2004–2007 and its comprehensive-planning committee in 2005–2007. He describes those as advisory roles involving capital projects and long-range planning. He also reports serving as a board member and secretary-treasurer of Standing In The Gap from September 2000 through December 2013, with accounting and administrative responsibilities. These are dated self-descriptions, not claims of current positions. Separately, the city’s economic-development roster lists him with a term ending January 1, 2024; that page supports a historical connection but is insufficient to establish a current authority seat.
The September 21, 2026 commission agenda scheduled a library presentation on the Mayor’s Reading Challenge, consideration of a city property sale and review of an outdoor-advertising site plan. That combination illustrates the range of matters brought before the body Shafer presides over: civic programs, public assets and development regulation. An agenda establishes that an item was proposed for consideration, not how members voted or whether a sale closed. The municipal-authority agenda for the same date lists Shafer as chair alongside four trustees, underscoring the separate meeting record needed to follow the authority’s decisions.
