Mayor of Broken Arrow and Ward 1 council member
A council-selected mayor with a career in local business, commercial real-estate associations and veterans advocacy, whose land-use vote is now the subject of a federal civil-rights challenge.
Debra Wimpee serves as mayor of the City of Broken Arrow and represents Ward 1 on its council. Her mayoral position is selected by fellow council members. The distinction matters: a citywide council election and a council vote choosing its mayor are separate events.
Reported policy dispute
The City’s biography describes Wimpee as the owner and creator of BA Buzz, a local news and information platform, and says she left a 16-year director role with NAIOP to become executive director of Soldier’s Wish, a veterans-support nonprofit. Those career descriptions come from the institution’s biography. NAIOP’s Summer 2024 national magazine identifies her with its Oklahoma chapter in its chapter-executive awards; the chapter’s 2024 magazine records a lifetime-achievement honor in its 2023 Deals of the Year awards. Together, the sources locate her work within the commercial real-estate association rather than establish a personal property holding. Soldier’s Wish’s original tax returns independently document her executive-director role and reported compensation in 2023 and 2024. Exact employment transition dates are not supplied by these records.
Alumni association identifies Wimpee with the class of 1990.
The alumni association’s 2019 biography dates her boutique opening to 2009 and reports four years of operation.
The historical alumni biography records her election to the City Council.
Contemporary reporting records a unanimous selection following her council reelection.
Original meeting minutes record five votes in favor of reelecting Wimpee as mayor.
Original order appoints Wimpee as the local government representative; the filing date is distinct from an unverified first day of service.
Council minutes record Wimpee among four votes supporting denial of the rezoning and conditional-use applications.
Christian Employers Alliance announces the Director of Alliance Engagement role; the announcement date is not a verified first day of employment.
Complaint names Wimpee individually; councilors and City file separate motions to dismiss. These filings state opposing legal positions, not an adjudicated outcome.
City roster identifies her as mayor and Ward 1 council member, with a council term expiring in 2029.

Reported policy dispute
Public Radio Tulsa reported that Wimpee retained her council seat in 2021 and then won a unanimous council vote for mayor after a nomination by Christi Gillespie. The original April 15, 2025 minutes document a later unanimous vote to reelect Wimpee as mayor, with all five council members, including Wimpee, voting aye. These mayoral selections are separate from the public election to a council seat. The current City roster gives 2029 as the expiration of her Ward 1 council term.
Reported policy dispute
The Broken Arrow High School alumni association identifies Wimpee as a member of the class of 1990 and a 2019 Great Graduate honoree. Its contemporary tribute dates the opening of her Main Street boutique to 2009 and says she operated it for four years. The account connects that experience to her involvement in downtown events and the Rose District, and records her election to the City Council in 2017. It is a celebratory institutional biography; it documents how the association described her career at the time without establishing current ownership or independently measuring her contribution to redevelopment.
The Broken Arrow Chamber of Commerce lists Mayor Debra Wimpee among its directors, identifying her with the City. Its roster separately lists Michael Spurgeon as an ex-officio member. The two entries document institutional participation; they do not establish that the Chamber directs municipal decisions or that either official controls the Chamber. The roster alone does not supply Wimpee’s appointment date, voting record or financial interests.
Reported policy dispute
On March 26, 2026, Christian Employers Alliance announced Wimpee as Director of Alliance Engagement, describing work connecting Christian business owners with its resources. The City’s September 17, 2026 award announcement also used that title. These are dated accounts of her career, rather than confirmation of uninterrupted employment through this profile’s publication. Soldier’s Wish’s team page now names a different executive director. The sources establish a transition from veterans-service work to an employer alliance, but not the exact date she left the nonprofit. Employer claims about money raised and audience reach are not treated here as audited financial results.
An appointment order filed September 4, 2025 names Wimpee as the local government representative on the Oklahoma Community Service Commission, with a stated term ending June 1, 2028. The City announced the appointment the following month, and Oklahoma AmeriCorps currently lists her among its commissioners. This adds a statewide service role to her municipal office. The commission describes its work as supporting nonprofit service programs through grants, including programs addressing disasters, education and veterans. Her membership alone does not establish that she directed a particular grant or that any employer received commission funds.
The City’s January 12, 2026 meeting minutes record Wimpee voting for a motion to deny the rezoning and conditional-use applications for the proposed Islamic Center of Tulsa. The motion passed four to one. The recorded action shows her participation in a collective land-use decision: her vote supported denial, while the council as a body made the decision. The minutes document the vote; they do not determine whether the denial was lawful. In its July 30 reporting, updated August 5, Tulsa Flyer contrasted Wimpee’s public explanation about the property and road’s readiness with her private correspondence. It reported that she replied “the very same concerns” to a December 18, 2025 email opposing the mosque through claims about Muslims and violence. The original complaint repeats that exchange in paragraph 75, page 20. The City declined the newspaper’s interview requests while citing pending litigation. The exchange is evidence relevant to the dispute; a determination of unlawful discrimination requires adjudication.
The Islamic Society of Tulsa’s August 3, 2026 complaint names the City and four councilors, including Wimpee in her individual capacity. It alleges religious discrimination and seeks court orders, damages and other relief; those allegations are not judicial findings. In their September 18 motion, the individual councilors argued that legislative and qualified immunity protected them from the claims. The City’s separate motion denied discrimination and sought dismissal. The publicly accessible docket snapshot, last retrieved by its publisher on September 22, records an October 30 deadline for the plaintiff’s responses and deferral of scheduling pending the dismissal motions. That snapshot contains no merits ruling. Subsequent docket developments were not established by the October 15 review, so this account does not assert the case’s present disposition.
INCOG lists Wimpee as a Broken Arrow representative alongside Lisa Ford and Michael Spurgeon. This places her municipal service within a regional board bringing local and tribal governments together. Her own undated BA Buzz biography also lists political endorsements from figures including Tulsa County Commissioner Stan Sallee and Cory Box, identified there with his earlier Jenks council role. This is a historical, self-published account of support: the page does not establish the endorsement dates, continued backing, donations or coordination on a particular decision.
