The Okmulgee Times reported that the August 18, 2026 council meeting approved support for public transportation and youth programs, purchased police vehicles and revised building and utility ordinances. Its account also described separate Municipal Authority decisions on wastewater and airport construction, alongside discussion of water production and demand from rural systems. These are collective actions with consequences for access to services, infrastructure and public spending. The accessible report does not provide Baldwin’s individual roll-call votes, so it supports an account of the governing bodies’ work rather than attributing every decision to him personally.
Mickey Baldwin is Okmulgee’s mayor and at-large councilmember, and represents the city on INCOG’s board. He is also lead pastor of Cornerstone Foursquare and secretary of Okmulgee Bridges. These roles connect municipal government, a local congregation and a community poverty initiative. They are separate institutions with different responsibilities; a church or nonprofit affiliation does not give its members authority over city decisions.
Cornerstone’s leadership page dates Baldwin’s arrival at the church to March 2014 and identifies him as lead pastor. The church says he has been mayor since 2022. That institutional account provides a starting point for his local public career without establishing a complete earlier employment history. In its February 11, 2025 election-night report, Public Radio Tulsa identified Baldwin as the winner of the at-large council race against Eddie Nelson. The station reported a rounded 77 percent share for Baldwin out of 299 votes cast and explicitly labeled its figures unofficial. The current city roster independently confirms his continuing office.
Okmulgee’s FY2020 financial statements describe a municipal structure in which councilmembers also govern separate public authorities. The Municipal Authority operates utility and other services; the Economic Development Authority handles economic-development activities. The historical report helps explain the institutional arrangement, while later meeting records identify Baldwin personally: the Economic Development Authority’s May 21, 2024 minutes list him as chairman and record his participation in approval of minutes and claims. Holding meetings in separate legal capacities matters when following a contract or expenditure: the responsible authority should be identified even where its trustees also sit on the council.
The city states that councilmembers volunteer their service and receive no compensation apart from reimbursement of expenses incurred in official duties. That describes the terms of the municipal position. It does not establish Baldwin’s actual reimbursements, household income, church compensation or campaign finances. The mayor’s public responsibilities and any income from other work must be evaluated separately.
Okmulgee Bridges lists Baldwin as its secretary and Chet Cottom as president. The Times reported Baldwin inviting residents to a November 2025 workshop introducing the Bridges Out of Poverty framework. KJRH subsequently described a free, 20-week course scheduled to begin January 6, 2026, with Cottom and Baldwin teaching together. Cottom told the station that the effort relied on private funding and partnerships among churches, businesses and the city. This documents an announced program and its organizers’ funding description; it does not establish audited receipts, public appropriations or measured reductions in poverty. Results attributed to a similar program in Muskogee should not be treated as outcomes achieved in Okmulgee.
Baldwin also served as president of the Okmulgee Association of Christian Leaders, a network described in local reporting as Okmulgee Prayer 365. A November 2025 account placed him at a gathering hosted by Baptist Village that brought together representatives of numerous ministries and churches. In January 2026, the Times identified him as outgoing president as the organization announced new officers led by Matthew Wood. The dated transition is important: his continuing pastoral role does not establish that he still heads this separate association. The network documents cooperation among congregations, without demonstrating coordinated political endorsements or municipal control.
In Oklahoma State University Institute of Technology’s October 2026 account of its eightieth anniversary, Baldwin emphasized the institution’s contribution to local training and employment. The university’s story situates the mayor within a community whose economic prospects are tied to technical education. His comments are evidence of a public relationship with the institution, not evidence that he attended it or serves on its governing board. The alumnus identified in that portion of the article is councilmember Steven Baldridge.
