KJRH reported that Police Chief Mike Bell announced on June 29, 2026 that the allegations investigated against city leadership were unsubstantiated and that the evidence did not support criminal violations. The city scheduled his presentation for a June 30 special council meeting. That reported police conclusion is distinct from a court ruling. In a separate civil action filed March 18, plaintiffs sought declaratory and injunctive relief under the Oklahoma Open Meeting Act. The petition names Hogue in her official capacity as mayor and councilmember and alleges private deliberations concerning the proposed data center. Those assertions are allegations, not established misconduct. An April 13 filing reserved the defendants’ defenses and challenged service on the city. The online Wagoner County docket inspected October 29 displayed no later entry or disposition; its completeness cannot be assumed. This profile makes no claim that the civil case was resolved by the police investigation.
Naomi Hogue is Coweta’s mayor and Ward 1 councilmember. The city lists her council term as ending April 12, 2027. She also represents Coweta on the INCOG board, whose August 17, 2026 roster spells her surname “Hougue.” The city’s roster and her university’s biography use “Hogue.” These records connect the same named mayor and municipality; this profile retains her existing directory identity. Her regional seat brings Coweta into a forum shared by municipal, county and tribal governments, rather than giving her authority over those other governments.
The University of Science and Arts of Oklahoma identifies Hogue as a 2005 graduate with a bachelor’s degree in biology. Its June 2023 alumni profile also reports associate degrees in pre-medicine and human resources from Tulsa Community College. At that time, the university described her as a compliance analyst with almost eleven years at Direct Energy, after holding several roles there. These employment details are a dated institutional account, not confirmation of her precise job in 2026. NRG Energy’s own release places completion of its acquisition of Direct Energy on January 5, 2021. That corporate relationship explains her employer’s setting; it establishes neither a personal ownership interest nor a connection between her employment and a municipal development decision.
A September 2020 city notice documents Hogue meeting Ward 1 residents about the Roland Park timeline. By June 2023, her university described her as serving a second council term and having been chosen mayor by fellow councilmembers that April. Her public role has included explaining and marking community investments: KRMG reported her participation in the February 5, 2026 groundbreaking for Coweta’s new police station, funded through the One for Coweta sales-tax initiative. Speaking at the event demonstrates a civic leadership role; it does not by itself establish her individual vote on every construction or financing agreement.
The proposed Project Atlas data center became a major test of public confidence in Coweta’s development process. Tulsa Flyer reporting carried by KOSU described resident concerns about water and energy use and officials’ non-disclosure agreements. On March 30, 2026, Beale Infrastructure withdrew the proposal. The city manager said the company had not supplied a reason when notifying the city. Withdrawal ended that proposal; it should not be described as a completed project or a personal decision by Hogue. The controversy continued to shape debate over city leadership after the development plan ended.
In October, the council unanimously approved continued consulting work for outgoing City Manager Julie Casteen, according to FOX23 reporting carried by KRMG. Residents again criticized transparency during the data-center process. The city told the outlet that Casteen would perform duties directed by the council for as long as the council wished her to continue. Hogue and Casteen declined on-camera comment for that report. The episode shows how the council’s responsibility for administrative leadership persisted after Project Atlas was withdrawn, without establishing that criticism of the arrangement amounted to a legal finding.
