Tulsa District 5 councilor and Council chair
A returning councilor and nonprofit executive whose work connects neighborhood safety, schools and City Hall.
Karen Gilbert represents District 5 on the Tulsa City Council and serves as Council chair. She also leads Crime Prevention Network, the nonprofit behind Tulsa Crime Stoppers. Her public career connects neighborhood organizing and education with municipal budget decisions and an active debate over police oversight.
The official biography describes Gilbert as a Tulsa native who worked for Tulsa Public Schools for more than eighteen years. It lists PTA leadership at Key Elementary, Byrd Middle School and Memorial High School, followed by Tulsa Council of PTAs leadership. It also describes service on Project Schoolhouse’s advisory committee and a bullying task force, and completion of Leadership Tulsa Class 49 and Leadership Oklahoma Class 28. These are attributed institutional biographical statements; the page does not provide a degree or full employment dates.

In September 2026, Gilbert favored citizen participation but opposed the proposed independent police monitor. Tulsa Flyer reporting carried by KOSU described her work on an alternative citizen advisory board. The Council unanimously continued the monitor decision from September 23 to October 14. The dispute concerns the structure and independence of oversight; the continuation was not a final vote adopting or rejecting the proposal. Her nonprofit’s police relationships are relevant context, but affiliation alone does not establish a financial conflict or explain her vote.
Gilbert first took office in December 2011, served through 2018 and returned to District 5 in December 2024. She previously chaired the Council in 2013–2014. The Tulsa Flyer reported her August 2026 reelection victory over Adam Burnett. Its campaign coverage dates her Crime Stoppers executive leadership to September 2018, placing nonprofit management between her two periods of municipal service.
Tulsa Crime Stoppers identifies itself as a program of Crime Prevention Network Inc., a private charitable nonprofit. The organization’s current staff page names Gilbert as executive director, and its 2024 IRS return identifies her as the executive director signing the filing. The return describes forwarding tips to a Tulsa police liaison and operating Police Reading Patrol. Those descriptions establish the organization’s reported activities, not an independent measurement of crime reduction. Its board page, labeled 2025, lists representatives affiliated with the Tulsa Police Department and Tulsa County Sheriff’s Office alongside business and community members. That roster documents connections; it does not establish that those employers control or finance the nonprofit.
The city’s authorities, boards and commissions roster lists Gilbert on the Audit Committee of the City of Tulsa, HUD Community Development Committee and Tulsa Route 66 Commission. Those Council-linked assignments connect municipal oversight, community-development funding and a major cultural corridor. The May 2025 launch announcement also names her to Tulsa Children’s Cabinet. That cabinet advises the Mayor’s Office of Children, Youth and Families, which the city describes as implemented and staffed by ImpactTulsa. This is a documented connection between a public office and a separate nonprofit, not a merger of the two.
The Frontier’s 2016 reporting traces a permanent public-safety-tax proposal to Gilbert in April 2015 and describes a later compromise with Mayor Dewey Bartlett. It also records competing claims about G.T. Bynum’s contribution to the eventual plan. Voters approved the public-safety component in April 2016. The record supports Gilbert’s substantive role in developing the proposal while showing that the final result depended on negotiations and voter approval. Proposed staffing increases were targets, not proof of completed hiring.
The Tulsa Flyer reported that former mayor G.T. Bynum and councilor Phil Lakin attended Gilbert’s August 25, 2026 election-night gathering to support her. This is documented public political support, rather than an inference from a photograph or shared attendance. It does not by itself establish a formal campaign role, contribution or institutional endorsement by either man’s employer.
Crime Prevention Network’s cash-basis 2024 return reports $70,971 in revenue, $103,440 in expenses and a $32,469 deficit, with $265,336 in year-end net assets. These are organizational finances, not Gilbert’s personal income. The return’s organization-wide compensation line does not identify her individual pay. Separately, Friends for Karen Gilbert 2026 reported $16,870 received and $4,703.26 spent during July 1–August 17, 2026, ending with $25,886.11. The receipts include $11,870 from individuals and $5,000 from PACs. These period figures come from the original August 19 filing; they are not lifetime fundraising totals or personal earnings.
Interpretation
Gilbert occupies both an elected municipal role and a nonprofit leadership role focused on public safety. Her school-organizing background and board assignments broaden that setting into education, neighborhood conditions and city oversight. These overlapping institutions make her decisions worth following, especially as police oversight returns to the Council. The documented connections do not, on their own, establish coordination, improper influence or misconduct.
