Vivian Wang

University global-engagement leader and Asian Affairs commissioner

A university administrator connecting international education, sister-city exchange and Tulsa’s Asian community representation.

Vivian Wang leads global engagement at the University of Tulsa, serves on the Asian Affairs Commission and sits on the Tulsa Global Alliance board. Her documented work connects university partnerships abroad with local institutions that support international exchange and community participation.

University leadership and a public advisory seat

Vivian Wang is vice provost for global engagement at the University of Tulsa and an at-large member of Tulsa’s Asian Affairs Commission. The City lists her appointment on December 20, 2023, with a January 1, 2027 scheduled term end. Her university position and municipal seat are separate responsibilities: she directs international education work for the university while participating in collective advice to city officials.

Assessing opportunities and outcomes

Independent Tulsa Flyer reporting in August 2026 describes the commission’s shift toward hearing from Asian-owned businesses and connecting owners with existing resources. That is context for the body’s work, rather than evidence of a particular decision by Wang. Across her university and civic roles, useful measures of follow-through include which exchanges actually operate, who can access them, and whether community recommendations reach decision-makers. Announced programs, signed agreements and demonstrated outcomes remain distinct.

What she can decide

The university assigns Wang oversight of education abroad, international recruitment and student services, and global partnership development. She works with other senior administrators on internationalization. On the commission, she can contribute to recommendations and vote on its business under quorum and majority rules. The commission advises the mayor and City Council; membership does not confer legislative authority or independent control over city spending.

From Shanghai to Oklahoma higher education

The search firm that assisted her appointment, Gateway International, reports a bachelor’s degree in English education from Shanghai Normal University, a master’s in educational leadership studies from Oklahoma State University and an OSU doctorate in public policy and educational leadership studies. The announcement establishes the reported credentials and institutions, but does not supply graduation dates. These educational connections precede her later administrative work in international programs.

Building university partnerships

An OSU account from February 2010 identifies Wang as an assistant in its Office of International Students and Scholars who coordinated a visiting delegation for a student-exchange agreement. By the time of her move to Tulsa, the recruitment announcement identifies her as OSU’s director of global partnerships. It announced September 1, 2022 as her start date at Tulsa. The university’s current biography independently confirms that she joined in 2022.

A nonprofit board connects education and citizen diplomacy

Tulsa Global Alliance lists Wang on its 2026 board and Marketing and Communications Committee. Its 2022–2023 report also lists her as a director. The organization coordinates sister-city relationships and international exchanges, providing an institutional setting in which university work and civic diplomacy can overlap. Board service is distinct from employment at the university; it does not make her the alliance’s executive director or the city’s diplomatic representative in every exchange.

A concrete link to San Luis Potosí

The alliance’s annual report places Wang in a November 2022 delegation to Tulsa’s sister city, San Luis Potosí. It then identifies her among university leaders who visited on January 10, 2023 and signed partnership agreements with the Autonomous University of San Luis Potosí for a JumpStart exchange program. This is a documented institutional agreement. The report does not establish how many students subsequently participated or the program’s long-term results.

Questions about purpose and community recognition

Commission minutes record Wang asking in January 2025 what impact the body wanted to make and how it could best advise the mayor. In September, she reported on the Luminary Awards in Masood Kasim’s absence. November minutes identify her among contributors to the Stories of Asian Tulsa project. These are specific examples of participation in planning, recognition and community storytelling; they do not establish that she chaired the commission or personally funded its activities.

Japan and Taiwan connections in 2026

The university announced in April 2026 that Wang received a Fulbright International Education Administrators award to Japan for the 2026–2027 academic year. It described a funded two-week program intended to explore university partnerships, student mobility and internships. Separately, the University of Oklahoma’s September 2026 account identifies her in a higher-education delegation meeting the Foundation for International Cooperation in Higher Education of Taiwan. The award and meeting establish opportunities and contacts; neither source proves that a proposed new partnership was executed.

Interpretation

Where the connections matter

Wang’s strongest documented institutional path runs from international university administration through sister-city exchange to municipal community representation. Her professional appointment gives her responsibility for university programs; her civic positions provide additional forums for relationships and advice. Together they help explain how educational opportunities and international contacts enter Tulsa’s civic life, without implying common ownership, control of public policy or undisclosed financial coordination.
