Alejandro Garcia

City planning commissioner and Tulsa Global District executive director

Marketing, small-business support and cultural programming meet public land-use decisions.

Alejandro Garcia leads Tulsa Global District and serves on Tulsa’s city planning commission. His nonprofit work links small-business assistance, storefront improvements and public art; his planning seat places him in a separate public process for decisions about land use.

What the planning appointment permits

Alejandro Garcia serves on the City of Tulsa Planning Commission, with an appointment dated September 2, 2026, and a scheduled term ending September 2, 2029. Commissioners consider land use, subdivisions, lot splits and the comprehensive plan. Zoning recommendations proceed to Tulsa City Council for final action. Garcia participates in those collective decisions; his seat does not give him unilateral authority to rezone property or direct City departments. Commission rules provide for unpaid service. His nonprofit employment is a separate position with separate responsibilities.

Marketing, education and a move into community work

Originally from Puebla, Mexico, Garcia built a career in marketing and media before moving into Tulsa nonprofit work, according to his professional biography. That biography lists a marketing bachelor’s degree from Tecnológico de Monterrey and a master’s in marketing and management from UPAEP. The dates of those degrees are not established here. In an Oklahoma State University alumni interview, Garcia described entering the UPAEP–OSU dual-degree path during the pandemic, arriving in Stillwater in 2021 and graduating in 2023 with an MBA and an entrepreneurship certificate. He credited participation in the Riata Center’s business competitions with introducing him to nonprofit enterprise. These recollections explain his career transition without treating promotional accounts of his agency’s size or awards as independently audited results.

Interpretation

Keeping advocacy and public decisions distinct

Garcia’s combination of commercial-corridor advocacy and planning service makes specific land-use cases worth following closely. An affiliation alone establishes neither favoritism nor misconduct. The commission’s rules require members to disclose conflicts, withdraw from conflicted deliberations and votes, and disclose private communications from interested parties. Evaluating a future case requires its application, participants, disclosures and recorded decision. Grant-program announcements and public-art proposals likewise need to be distinguished from paid awards and completed installations. These separate records allow readers to assess what each institution actually did.

From small-business assistance to executive leadership

Tulsa Global District’s FY 2024 annual report records Garcia joining in October 2023 as small business specialist. It credits him with creating Connect Local, which provided a selected group of six businesses with three months of paid digital-marketing support. The organization reported increased customers and sales, without supplying business-level results or a comparison group in that report. His hosted September 2026 professional biography dates his promotion to executive director to 2025; the current staff page confirms that role. His work combines business assistance, promotional campaigns and neighborhood events. A program director can organize services and partnerships, but that organizational role does not itself confer municipal permitting power.

A concrete program: storefront improvements

KJRH’s March 2026 reporting described the district’s second annual facade-improvement round, offering three selected business owners grants of up to $10,000 each. Reporter Isabel Flores interviewed Garcia about attracting visitors and helping local businesses, and La Tapatía owner Jaime Ceja welcomed help for storefront renovations. The program’s own terms say money goes directly to the contractor performing approved facade or signage work. The figure is a per-business grant ceiling, not Garcia’s income, an amount paid to every applicant or a verified total disbursed. The report’s May 29 application deadline described that round; it is not a current invitation to apply.

Public art and cultural events as economic development

Garcia’s work also involves shaping how East Tulsa is encountered by residents and visitors. FOX 23’s April 2026 report, carried by KRMG, described his Beat Boxes initiative: pairing musicians’ songs with artists’ designs for traffic-control-box wraps and linking the installations to music through QR codes. The story said City approvals were still pending at that point, so its projected installation schedule should not be treated as a completed outcome. An earlier official record documents another partnership. At the Hispanic/Latinx Affairs Commission’s August 2025 meeting, Garcia appeared as a guest speaker to describe La Fiesta de Tulsa and a parade partnership with Tulsa Public Schools. The minutes establish his presentation and planned collaboration; they do not make him a member of that commission or verify subsequent attendance totals.

Where the nonprofit fits

The George Kaiser Family Foundation lists Tulsa Global District among the neighborhood programs it supports through its East Tulsa work. Its Elevate East initiative brings together education, housing, health and economic-opportunity programs. Global District and Eastside Rise appear as separate supported organizations. The foundation, its programs and Garcia’s employer therefore occupy different places in the institutional map. The connection establishes stated foundation support for the organization, without establishing a particular grant payment, foundation control of Garcia’s public votes, or personal compensation from the foundation.

What the tax filing reports

East Tulsa Main Street, which files as Tulsa Global District, reported $64,288 in compensation from the organization for Alejandro Garcia in Part VII of its Form 990 for the fiscal year July 1, 2024–June 30, 2025, submitted May 11, 2026. The table instructs filers to report compensation for the calendar year ending within the fiscal year: here, calendar 2024. It reports zero related-organization compensation and zero estimated other compensation for him. The filing labels him executive director, while the professional biography dates his promotion to 2025. The amount should therefore not be described as a full year of executive-director salary, a current salary rate or take-home income. The public planning appointment is separately unpaid.
