River Parks trustee and Asian Affairs commissioner
A communications professional whose civic work connects public recreation, Asian community representation and arts mentoring.
Sarah Gilpin is a River Parks Authority trustee and a member of Tulsa’s Asian Affairs Commission, which she chaired in 2025. Her documented career and nonprofit work include Williams and Tulsa Girls Art School.
A December 2020 Williams article carries Gilpin’s byline as a communications specialist in Brand. That dated record establishes her employment and title at that point, without supplying an original hire date. In December 2023, the company described her volunteering as a mentor in its Kicks for Kids program, training with students before a November race. The City’s January 2025 award biography also identifies her with Williams, and Tulsa Girls Art School’s current board roster gives the same affiliation. PRSA Tulsa lists her Accreditation in Public Relations in 2025. APR is a professional credential, distinct from a college degree.

On April 2, 2025, the Tulsa Metropolitan Area Planning Commission voted 7–0–0 to approve Gilpin as its River Parks appointee. Edwards told the commission that City Council and County Commission approval would still be needed. Gilpin described fundraising experience and her interest in service. The City’s current roster lists her in the TMAPC representative seat with an August 27, 2025 appointment and an April 8, 2028 term end. The April planning vote is a distinct step in that sequence, not proof that her service began that day. Her professional self-description independently links her Williams career to River Parks service beginning in August 2025.
River Parks publishes board information and meeting notices, while the Asian Affairs Commission publishes minutes that let readers distinguish suggestions, discussion and votes. The April planning record shows other institutions participating in the River Parks appointment process. Those public records are more precise measures of Gilpin’s governmental role than a general description of community leadership. Her Williams employment and arts-board service establish institutional affiliations. They do not, by themselves, show that an employer or nonprofit directs her public votes.
KJRH identified Gilpin as a working-group member when reporting the proposal to establish the Asian Affairs Commission. The City dates its creation by ordinance to fall 2023. Its board roster lists Gilpin’s appointment on December 20, 2023, with a January 1, 2027 term end. March 2025 minutes and November 2025 radio reporting identify her as chair. The current commission page names Parisa Pilehvar as chair and lists Gilpin as a member. Those records establish an earlier chairmanship and continuing membership; they do not establish an exact officer-transition date.
At the March 4, 2025 meeting, Gilpin sought agreement on a focused annual agenda and raised a scholarship fund as one possibility. The commission approved leadership development as its goal, with connecting community leaders, supporting future leaders and increasing awareness of the advisory body as sub-goals. The minutes record seven affirmative votes after one commissioner had left. The discussion also clarified the commission’s advisory purpose and the capacity required to deliver programs. This records an adopted set of goals; it does not establish that a scholarship fund had collected or paid money.
Public Radio Tulsa covered the commission’s second annual Luminary Awards in November 2025. Gilpin, then identified as chair, described greater interest and attendance than the preceding year. Her account provides evidence of how she presented the commission’s development, while the report independently confirms the public event. The current City page continues to identify leadership development and community connections as commission goals and advertises awards, a leadership roundtable and a scholarship program. Those program listings should be read as announced activities, not audited evidence of participation or financial distributions.
Tulsa Girls Art School lists Gilpin among its board members and identifies its staff separately. The school describes its mission as empowering girls through art. The City’s 2025 Pinnacle Award biography credits her with mentoring through the school, linking the board affiliation to an earlier account of hands-on service. YWCA Tulsa lists her as the 2025 Community Service honoree. The award recognizes work described by its organizers; it is not an independent measurement of program outcomes. The City explains that YWCA and the Tulsa Women’s Commission co-host the awards, which places the recognition within a civic and nonprofit partnership.
Interpretation
Gilpin’s documented connections bring corporate communications, arts mentoring, Asian civic representation and public recreation into one career. Her record is especially useful for understanding how advisory commissions develop agendas and how community-service experience can lead to a public-trust appointment. The strongest evidence here concerns named roles and recorded proceedings. Assessing the effects of those roles requires following later votes, program reports and outcomes rather than treating the number of affiliations as a measure of power.
