River Parks Authority vice chair and regional banking executive
A banker whose civic service spans riverfront parks, a stadium trust and education philanthropy.
David Stratton combines a regional leadership role at BOK Financial with service on River Parks Authority and Tulsa Stadium Trust. His public record also includes the 2019 chairmanship of the Tulsa Regional Chamber and leadership of the TCC Foundation.
The Journal Record described Stratton as a Claremore native when reporting his arrival at BOK Financial in January 2019. It traced his earlier work to corporate finance at Williams and fifteen years at JPMorgan Chase, most recently as Oklahoma region managing director. The report identifies a finance bachelor’s degree from the University of Oklahoma and an MBA from the University of Tulsa. KJRH’s account of his 2019 Chamber inauguration dates his move to BOK to the preceding December. These records establish a career sequence; they do not supply exact employment dates for every earlier position.

As Tulsa Regional Chamber chair in 2019, Stratton emphasized education, workforce development, downtown, direct flights and diversity, according to KJRH. That role placed him in business advocacy rather than elected city government. In May that year, the Chamber gave the Greenwood Cultural Center a copy of its minutes from the weeks after the 1921 Tulsa Race Massacre. Its published account records an institutional apology delivered by its president and Stratton’s call for a more representative volunteer leadership. He acknowledged that representation of people of color still needed improvement. The donation and statements are documented actions; they do not independently measure the subsequent effect of those commitments.
Tulsa County commissioners approved Stratton’s reappointment on May 11, 2026. The minutes identify Commissioner Lonnie Sims as the sponsoring commissioner and record approval by Sims, Stan Sallee and Kelly Dunkerley. The minutes give an April 30, 2029 term end. The City’s current board roster instead displays April 8, 2029; the two records disagree about the day, while both support service extending into 2029. The County vote is stronger evidence of the reappointment action than an older directory snapshot showing an expired 2026 term. The original appointment instrument would resolve the remaining date discrepancy.
BOK Financial announced in September 2024 that Stratton would succeed Marc Maun as regional banking executive the following April, after Maun’s March 2025 retirement. The bank described responsibility for six markets: Tulsa, Oklahoma City, Denver, Phoenix, Albuquerque and Kansas City, together with treasury management across its footprint. A later company announcement quotes him in that role concerning its Colorado leadership. This is a private-sector management position, separate from his public trusteeships; neither role by itself demonstrates that the bank controls a public authority.
Tulsa Community College’s February 2019 announcement names Stratton as vice chair of the TCC Foundation, alongside chair Phil Lakin, Jr. The foundation raises support for scholarships and college programs. This is evidence of foundation leadership, not a seat on the college’s Board of Regents. BOK’s 2024 biography also names his service with the foundation, Metro Christian Academy and Tulsa Stadium Trust. The City roster independently lists him as Stadium Trust trustee number eight. The trust’s responsibilities encompass the downtown baseball stadium and related facilities; a sale of all or substantially all its assets requires City Council approval. His trustee position therefore carries institutional responsibilities subject to limits beyond his individual judgment.
The SEC indexes a February 19, 2026 Form 4 under David D. Stratton for BOK Financial, covering a February 17 reporting period. That is a securities-ownership reporting record, not a statement of his annual salary or a campaign-finance report. No dollar total is presented here without reconciliation of the underlying transaction tables and subsequent filings. His documented bank employment is a relevant institutional interest; it does not establish an undisclosed conflict in any particular public decision.
Interpretation
Stratton’s documented roles connect commercial banking, public recreation, a stadium authority and education fundraising. Those institutions use different decision processes and answer to different boards. A useful account of his civic position follows specific appointments, votes and commitments, rather than treating co-membership as proof of coordinated control. The 2026 reappointment supplies a concrete public action; the earlier Chamber record shows how he framed regional development and inclusion while representing a business association.
