Deputy City Administrator for Parks and Public Facilities
A former councilor and nonprofit executive whose city responsibilities connect neighborhood parks, public buildings and cultural venues.
Anna America holds an administrative role created by Mayor Monroe Nichols in 2025. Tulsa Flyer reported in August 2026, with city confirmation, that she was shifting from parks director to full-time deputy administrator work. The city’s management page still carries her older combined title; the precise effective date of the transition remains unresolved.
The February 2025 reorganization placed America under the city administrator and assigned oversight of Parks, Asset Management, cultural-asset projects and outside cultural-facility contracts. This gives her a place in administrative coordination across departments and operating partners. Her authority remains within the mayor’s reporting structure and the institutions’ separate governance. The city identifies the Parks board as an adviser to the mayor and council. The Public Facilities Authority, for example, took its own vote selecting a venue-management partner; America’s administrative title does not establish unilateral authority to award its contracts.
Her career connects journalism, city communications, nonprofit management and elected office. TCC’s institutional biography describes reporting for the Tulsa Tribune and other publications, followed by communications work in Public Works and Parks. It identifies executive leadership at Up With Trees, Communities in Schools and Child Abuse Network. These were distinct employers, not branches of city government. The city’s 2020 biography credits a University of Tulsa communications degree and completion of Leadership Tulsa and Leadership Oklahoma; degree and program dates are not supplied.
Attended Tulsa Junior College; city biography reports a BA in communications from the University of Tulsa. Worked in journalism before municipal communications.
Led Up With Trees, Communities In Schools of Mid-America and Child Abuse Network at different times; exact employment intervals remain to be established.

America is listed as the mayor’s designee on the Tulsa Performing Arts Center Trust, whose stated purposes include presenting performances and supporting nonprofit performances at the PAC. The city also lists her on the Public Facilities Authority, but that entry gives a July 31, 2026 term expiration. Continuing service there needs confirmation. Neither listing establishes control of the entire institution. Her earlier culture-and-recreation appointment connected city partnerships with Gilcrease Museum, Greenwood Cultural Center, the PAC, River Parks and downtown event venues.
The city announced that Page Belcher and Mohawk Park golf operations transferred on April 1, 2025 to a team led by Nick Sidorakis and Randy Heckenkemper. America described an existing collaboration with that team. The announcement establishes a management change, while the full procurement record and later operating results require separate review. Neighborhood access presents a different test. In July 2026, Tulsa Flyer and La Semana reported America’s acknowledgment that east and south Tulsa have substantial gaps in nearby parks. The report documented completed improvements at several eastside parks while distinguishing Councilor Christian Bengel’s additional proposals, which still required mayoral and council approval at the time.
The convention center illustrates the distinction between an asset, its owner and its operator. America’s assignment includes city-side oversight of cultural contracts. Arvest Convention Center describes itself as city-owned and managed by Oak View Group. The Public Facilities Authority’s July 2023 announcement records its unanimous decision to enter exclusive negotiations with OVG for venue operations and related services at the convention center and BOK Center. This is evidence of an institutional operating relationship, not of America’s personal stake in the company.
Up With Trees appears in two different periods of America’s career: as a former employer and as a city program partner. In the May 2026 Parks board minutes, she reported on the department’s tree-planting partnership with the nonprofit. The same minutes record her account of George Kaiser Family Foundation’s fundraising initiative for the Jane A. Malone Community Center and Chamberlain Park. That is an attributed account of fundraising work; it does not establish a particular grant payment, a donor’s control of the department, or America’s current employment by either nonprofit.
At the May 5, 2026 Parks board meeting, America reported preparations to open all city pools in the same season and described free swimming lessons and a YWCA partnership. Minutes document what she told the board, rather than an independent audit of completed services. Read alongside the park-access reporting, they identify concrete questions for follow-up: which facilities actually opened, who could reach them, and whether announced improvements were delivered.
America’s institutional reach comes from successive roles in several systems: elected school and city governance, nonprofit operations, and municipal supervision of facilities and contracts. The strongest documented paths run through public duties and specific partnerships. Their significance is the opportunity to coordinate decisions across organizations; they do not by themselves establish private influence over those organizations or agreement among their leaders.
