Public Advocate, City of Tulsa; mayoral designee, TARE
A constituent-services and municipal-administration career connecting City Hall, county government and public boards.
Keri Fothergill is Public Advocate for the City of Tulsa and serves as the mayor’s designee on the Tulsa Authority for the Recovery of Energy. Her career includes development liaison work, service as Karen Keith’s county chief deputy and appointment by G.T. Bynum as chief administrative officer. The advocacy role focuses on helping residents navigate problems across City departments.
The City’s appointment biography dates her Council legislative-aide work to 2004–2008 and her Williams & Williams Auction employment to 2008–2012, as commercial project manager and government liaison. It identifies a University of Oklahoma-Tulsa liberal-studies bachelor’s degree focused on administrative leadership and conflict resolution. Sandite Pride’s 2020 county announcement describes additional constituent-service, recycling and development-liaison assignments. Those roles place her work at the interface between government procedures and the people using them; they do not establish ownership of the auction business.

The entry does not establish actual annual earnings, benefits or present compensation; no payroll-period reconciliation or separate filing date is supplied.
A February 2020 Sandite Pride staff report announced Fothergill as Keith’s District 2 chief deputy. The City’s 2022 biography instead dates her county service from May 2020. The sources establish the role but leave its exact effective start unresolved. The staff report also quoted praise from City and home-builder representatives; those statements describe their assessments, not independently measured results or evidence of a financial relationship.
Bynum’s July 2022 announcement assigned Fothergill oversight of Customer Care, Human Resources, Information Technology, Municipal Courts and Working in Neighborhoods, effective July 25. The 2023 annual report subsequently records her selection as Citizen Advocate. The earlier departmental portfolio should therefore be read as a historical assignment, not a description of her present authority.
Interpretation
The City’s current board roster records Fothergill in TARE’s mayor/designee seat with a March 18, 2025 appointment date. It describes a seven-member authority responsible for receiving trash, recycling available materials and disposing of the remainder. Her place in this collective governing body is distinct from her employee role as Public Advocate. Membership establishes participation in governance; it does not by itself show how she voted on a contract or prove control of the authority’s decisions. The September 29, 2026 meeting agenda illustrates the matters brought before TARE: review of prior meeting minutes and the monthly financial report, commercial waste-hauler cost calculation and fee setting, and appointment of a secretary. These were items for possible action. The agenda does not establish Fothergill’s attendance, position or vote, or the outcome of any proposal.
Sand Springs Planning Commission minutes list Fothergill present in August 2018. This is documented historical participation in a land-use institution; it does not establish a current seat or identify her position on later development proposals.
