People / Government & civic life
Utility trustee · Mill Creek president and CEO
A building-supply executive whose civic work connects Tulsa utilities, business advocacy and public higher education.
Jeffery “Jeff” Dunn is secretary of the Tulsa Metropolitan Utility Authority and a member of the Tulsa Utility Board. The Tulsa City Council confirmed his reappointment to both bodies on July 23, 2025, for a term expiring April 30, 2029. He is also president and CEO of Mill Creek Lumber & Supply Company and a former Tulsa Regional Chamber chair. His record spans municipal infrastructure, regional business advocacy and historical service as a state university regent.
East Central University’s July 2012 account identifies Dunn as a Baylor University graduate with a law degree from the University of Illinois College of Law. LBM Journal reported that he became Mill Creek president in 2004 after ten years practicing law. Baylor’s current institutional profile identifies him as president and CEO. The company supplies building materials; its leadership is consequently situated within the region’s construction economy. The sources establish an executive position, without establishing Dunn’s personal compensation or ownership percentage.
Became company president after a decade practicing law, according to LBM Journal.

Council approved continued service on TMUA and the Tulsa Utility Board through April 30, 2029.
Chaired the committee meeting receiving operating-fund and proposed-budget reports.

Interpretation
The 2025 reappointment record reported attendance at 73 of 93 meetings, without specifying the period or how meetings of the two utility bodies were counted. It is an administrative snapshot rather than a current attendance rate. Evaluating Dunn’s public decisions requires the relevant motions, roll calls and conflict disclosures; business and Chamber affiliations alone cannot establish a conflict or preferential treatment. The strongest documented connections are his utility service, corporate leadership, Chamber participation and historical university governance. Their significance lies in the institutions whose decisions he has participated in, rather than an assumed ability to direct them all.
Floor Daily’s September 2019 report identifies Jeff’s father, Jim Dunn, as Mill Creek chairman and Jeff as president. Both men also appear on the Chamber’s current list of past chairs serving on its board. This adult family relationship matters here because it connects succession in a local business with participation in the region’s business association. The two men’s roles remain separate; kinship does not establish how either votes in a public office.
Dunn chaired the Tulsa Regional Chamber in 2016. The Frontier’s contemporary podcast description documents his advocacy for VisionTulsa as an investment in the city’s economy. In another concrete intervention, the Chamber reported that he joined state and city leaders in New York on April 15, 2016, to urge Williams to reconsider its proposed sale to Energy Transfer Equity. The Chamber framed the issue around retaining headquarters employment. Energy Transfer subsequently announced termination of the merger agreement on June 29, 2016. That outcome does not establish that Dunn or the delegation caused the transaction to fail. His current Chamber listing is as a past chair on the board, not the sitting chair.
East Central University reported Dunn’s swearing-in to Position Two of the Regional University System of Oklahoma board on June 21, 2012. In September 2018, RUSO named him chair of the advisory committee searching for the next University of Central Oklahoma president. That committee brought regents together with university and community representatives; chairing it did not give Dunn sole power to appoint a president. RUSO’s present roster does not list him. These are historical roles, and the exact end of his regent service has not been established in this profile.
Minutes for June 12, 2024 identify Dunn as chairman of the Regional Metropolitan Utility Authority and a Tulsa representative. The meeting received a Haikey Creek wastewater-treatment report. His documented role therefore extended beyond one city’s utility board into regional infrastructure governance. The packet’s later October agenda scheduled an officer election; the June designation is a dated observation, not evidence that he remains regional chairman today.
The January 14, 2026 minutes identify Dunn as chair of TMUA’s Finance and Revenue Committee. The committee received operating-fund reports and a presentation of the fiscal 2027 budget request and fiscal 2028 financial plan. Those minutes document financial review, without recording adoption of that proposed budget. The Tulsa Utility Board’s May 13, 2026 minutes also list Dunn present. A rate-adjustment item on that meeting’s agenda was pulled before the meeting, so it cannot be counted as a rate increase approved that day.
Karen Keith’s mayoral campaign reported a $2,000 individual contribution from Jeff Dunn on September 29, 2023, identifying him as Mill Creek president. The original Schedule A covers July 1–September 30, 2023 and bears an October 30 filing stamp. Its transaction, period and aggregate columns describe the same $2,000 receipt; they are not three additive gifts. This is a dated campaign receipt, not corporate spending, personal earnings or proof of a policy bargain. Later reports exist, and the figure is not presented as his final net contribution or a complete election-cycle total.
