Listed Tulsa Development Authority chair; government implementation adviser
Redevelopment governance, education partnerships and a transition into national government implementation work.
Ashley Philippsen is listed as Tulsa Development Authority chair and a Tulsa Authority for Economic Opportunity trustee. A former ImpactTulsa executive director and mayoral deputy, she now works at the Institute for Responsive Government.
Her current employer, the Institute for Responsive Government, identifies her as Senior Implementation Advisor, working with states and partners on translating policy into practical public services. Its biography also confirms her TDA and TAEO roles. The change follows her departure from ImpactTulsa’s leadership in 2026: a January KRMG/FOX23 report announced the resignation, while later Tulsa Flyer reporting described a continuing advisory role during the youth-office transition. Older biographies that still identify her as ImpactTulsa’s executive director should therefore be read as historical. The sources do not establish a precise first day at the new employer.

Interpretation
PartnerTulsa and her current employer both list Philippsen as TDA chair. The City’s membership record still displays a July 31, 2026 term end. No later appointment or renewal date was established in the records reviewed, so this profile reports the current listing without inventing a renewed term. Her documented institutional reach comes from distinct roles in public redevelopment, education implementation and nonprofit governance. Those connections explain where she participates; they do not by themselves establish coordination, ownership or conflicts in any specific transaction.
A 2019 Oklahoma Policy Institute speaker biography reports a bachelor’s degree in Letters and a Master of Human Relations from the University of Oklahoma. It dates her entry into Teach For America’s Houston corps to 2007, teaching at YES Prep, and describes her as a founding administrator and dean at YES Prep Brays Oaks in 2009. In 2012 she moved into teacher-leadership development with Teach For America in Oklahoma. The same biography places her at Leadership Tulsa in 2015, developing programs including LEAD North and the Hispanic Leadership Institute, and as executive director of Met Cares Foundation in 2018. These are institutionally reported career milestones; the sources do not supply graduation dates.
G.T. Bynum announced her appointment as deputy chief of community development and policy in December 2018, with a January 2, 2019 start. The City described duties involving community-development policy, Resilient Tulsa, north Tulsa development and support for the 1921 Tulsa Race Massacre Centennial Commission. A November 2020 announcement placed her in the role of deputy chief of inclusive economic growth. By August 2021, Our Legacy Tulsa identified her as ImpactTulsa’s senior director of community engagement and advocacy. PartnerTulsa’s March 2023 interview described her as interim executive director. These changes connect mayoral administration, education partnerships and redevelopment, but each title belongs to its own institution and period.
In April 2024, the City reported TDA’s approval of a nine-member advisory committee to develop the framework, bylaws and policies for a community development corporation supporting the Kirkpatrick Heights–Greenwood master plan. Philippsen spoke as TDA chair about that next stage. The documented action is the authority’s committee approval, not proof that she personally controlled the future corporation. A separate 2026 City announcement quoted her as chair when TDA and PartnerTulsa sought housing proposals for three authority-owned sites. That announcement documents a solicitation, with a March 5 deadline; it does not establish which proposals were selected or that housing was built.
ImpactTulsa helped implement the Mayor’s Office of Children, Youth, and Families, and Philippsen helped lead its first-year work. The Tulsa Flyer reported in February 2026 that four of seven planned action alliances had started and that a fiscal map had been delayed amid Council pushback. City officials defended the year as necessary infrastructure-building. In April, the Flyer reported five alliances and plans for a dedicated City Hall director; a fiscal map and measurement framework had not yet been made public. This was a dispute over pace and delivery, not a finding of personal misconduct. The subsequent City announcement named Laura Latta as director, with a November 1 start. That establishes the next administrative step, rather than demonstrating that every earlier goal had been met.
Oklahoma Policy Institute currently lists Philippsen as its board secretary. Met Cares Foundation lists her on its board, separately from its executive staff; her earlier executive-director role there should not be carried forward as her current job. In PartnerTulsa’s 2023 interview she also described herself as founder of Yonda, a consulting and interior-design business. That is an attributed business connection at that date, without a verified ownership percentage, current revenue or an identified public contract. Her nonprofit positions establish board participation, not control of every policy position or expenditure those organizations take.
ImpactTulsa Inc’s 2024 Form 990, covering its fiscal year ending June 30, 2025 and filed May 15, 2026, reports $165,120 in reportable compensation for Philippsen in Part VII, page 7. Schedule J, page 2, identifies the same amount as base compensation. The compensation reporting basis is calendar 2024; it is not her current salary rate, compensation from the City, or campaign money. Schedule J separately reports nontaxable benefits, while Part VII’s other-compensation column is zero, so the base figure should not be treated as an exhaustive statement of all benefits or personal income.
