Jennifer Griffin serves on the Tulsa Development Authority and, through that role, the Tulsa Authority for Economic Opportunity board. PartnerTulsa’s staff support both institutions, but the bodies remain legally distinct. The City of Tulsa describes TDA as its urban-renewal authority, responsible for encouraging rehabilitation, private reinvestment and redevelopment. Its five commissioners are mayoral appointees subject to City Council approval. Griffin participates in collective board decisions; her seat does not give her unilateral control of land dispositions, financing agreements or City permitting. The authority’s mandate concerns redevelopment, while the City’s separate planning and permitting processes still govern individual building proposals.
Griffin is the founding principal of J Griffin Design, LLC. Her firm describes a practice spanning historic-building renovations, neighborhood infill, form-based codes and larger master plans. Its biography lists earlier professional work at Porphyrios Associates in London, Hartman-Cox Architects in Washington and Hart Howerton in New York. Those are reported professional affiliations rather than evidence that she owns or controls those firms. Her university biography lists a Bachelor of Architecture and a Master of Architectural Design and Urbanism from the University of Notre Dame. The records reviewed do not supply graduation dates or a precise founding date for her practice.
What the catalog changes—and what it still requires
The catalog reduces repeated review of standard building designs, but each project still needs a site plan addressing its particular lot. The City’s instructions require consideration of utilities, grading, drainage and neighboring structures; additional requirements can apply to rights-of-way and access. Griffin’s design work therefore contributes to a public tool without replacing the City’s review authority. Assessing the program’s eventual effect on affordability will require evidence about completed units, development costs and rents or sale prices. The launch materials establish availability and intended benefits, not a measured citywide reduction in housing costs.
The University of Oklahoma’s current Gibbs College directory lists Griffin as adjunct faculty in Urban Design. Notre Dame’s account of a 2013 visit to Lafayette, Louisiana, documents an earlier teaching role: she helped lead seven graduate students through a design exercise involving local stakeholders. These entries establish teaching at different institutions and dates, rather than a continuous full-time appointment at both. Her practice biography also describes teaching for the Institute of Classical Architecture and Art. Together, the academic and professional connections place her work within a wider discussion of how building form, streets and neighborhoods affect daily life.
Public Radio Tulsa’s November 2017 coverage identified Griffin as the J Griffin Design principal working with Notre Dame graduate students on the Unity Heritage Neighborhoods Design Workshop. Students studied areas immediately north of downtown, including Greenwood and the Evans-Fintube site, and sought community input on future development. A public presentation was scheduled at the Greenwood Cultural Center. This is a documented connection between university design education and neighborhood planning. The radio account establishes her involvement in producing and discussing proposals; it does not show that every proposal was adopted, funded or built.
In a February 2023 PartnerTulsa interview, Griffin said she wanted development decisions to account for social, environmental and health effects alongside economic benefits. She emphasized neighborhood investment, affordable infill housing and support for local entrepreneurs. Those statements describe her priorities as a designer and trustee. They should not be substituted for a record of how she voted on a specific transaction. The distinction matters because a general preference for neighborhood development does not establish support for every proposed project, nor a professional relationship with every developer seeking authority assistance.
The Congress for the New Urbanism credited J Griffin Design and Griffin among the team behind pre-approved building programs in South Bend, Indiana, and Kalamazoo, Michigan. The programs received a Merit Award in the 2025 CNU Charter Awards. The association’s account identifies municipal partners and fellow architect Jennifer Settle, rather than crediting a single designer with the entire undertaking. Pre-reviewed plans provide a repeatable starting point for builders seeking smaller infill housing types. This work is a professional connection to other cities’ housing programs, not evidence that Griffin has governmental decision-making power in those cities.
A May 2025 event listing identified Griffin of J Griffin Design as a project consultant for the T-Town HOME Catalog. The City’s June 2026 launch announcement named Flintlock LTD, Co. as the firm selected to lead the effort. Those sources support a collaborative project relationship; they do not establish that the City awarded the prime contract directly to Griffin or disclose her individual fee. The Tulsa Planning Office now confirms that the catalog was introduced in June 2026. KJRH reported the launch of 18 pre-approved plans for housing types that include single-family and multifamily buildings. The launch is a documented outcome, distinct from the number of homes eventually completed.
The City and PartnerTulsa both list Griffin as a current TDA commissioner. The City roster gives June 2, 2021 as the starting date and January 31, 2028 as the end date. A February 25, 2026 Council agenda instead describes her reappointment with a July 31, 2028 end date. An agenda is not proof of the final vote or executed appointment, so this profile preserves the discrepancy rather than selecting a definitive term end. The conflict does not undermine the two institutions’ current membership listings, but it is a specific record that warrants reconciliation.
