Kelly Dunkerley

Tulsa County Commissioner, District 3

An insurance and communications professional whose county office connects infrastructure, public administration and regional planning.

Kelly Dunkerley represents Tulsa County’s District 3 and serves as the Board of County Commissioners’ 2026 chair. His district includes southern Tulsa County communities, while his board votes affect countywide contracts and services. He also represents the county on INCOG. His route to county government included Jenks municipal service and a September 2022 appointment by Governor Kevin Stitt.

A district office with countywide decisions

A commissioner’s work extends beyond roads and bridges to county property, purchasing, contracts and administration. Oklahoma State University Extension explains that contracts and agreements require majority action by the three-member board. Dunkerley can chair proceedings and vote, but the chairmanship does not give him a unilateral power to bind the county. Budget-making also involves other elected officers and the county excise board. These divisions matter when assigning responsibility for a particular service or expenditure. Minutes for February 17, 2026, enclosed in the March 16 agenda packet, identify him as chairman of the Tulsa County Budget Board. The same minutes record a property-insurance forecast presentation by county staff and a Tedford Insurance representative, expressly noting that no action was requested or taken. A presentation on a board agenda therefore cannot be treated as an approval vote.

The juvenile-center oversight dispute

In November 2024, Public Radio Tulsa reported that Dunkerley and Sallee defended then-commissioner Karen Keith against campaign criticism connected to alleged abuse at the county juvenile detention center. They disputed claims about responsibility; mayoral candidate Monroe Nichols criticized their response. Those statements represent political positions, not judicial findings. A September 11, 2026 federal order separately denied the county board’s motion to dismiss a civil-rights claim. The decision concerned whether the pleaded claim could proceed, not whether institutional liability had been proved. The board is the institutional defendant; the order’s defendant list does not name Dunkerley individually. Subsequent proceedings have not been verified from the available dated docket snapshot.

Insurance and public communication

The county biography describes a career spanning insurance claims, public affairs, government relations and crisis communication. It lists a master’s in public administration and several professional credentials without giving graduation dates. PRSA’s 2014 accreditation list independently identifies John Kelly Dunkerley as a Tulsa-based State Farm Insurance media manager with MPA and APR credentials. That dated listing supports an employment connection at that time; it does not establish current employment or an ownership stake. The county also describes prior Jenks council and mayoral service and affiliations with civic and nonprofit boards. Exact terms for those historical roles remain incompletely documented.

Appointment and the district office

The governor’s original order appointed Dunkerley to the unexpired District 3 term beginning September 2, 2022 and ending January 2, 2023, replacing Ron Peters, who had resigned. The order states that Senate confirmation was not required. A county announcement issued the same day named Darren Gantz as Dunkerley’s chief deputy and described Vicki Adams’s intervening service as interim commissioner. The county’s current office page still lists Gantz as chief deputy. The appointment event and today’s elected office are distinct parts of the record.

The deputy’s institutional background

The 2022 county announcement described Gantz as an insurance professional and identified previous leadership positions with the Tulsa County Sheriff Foundation and Republican organizations. This is an attributed account of the deputy’s background, rather than evidence that those organizations direct county decisions. It helps explain the professional and political experience Dunkerley brought into his district staff. The announcement’s historical roles should not automatically be treated as current board seats.

Recorded votes on infrastructure and procurement

The April 27, 2026 minutes record Dunkerley presiding alongside Lonnie Sims and Stan Sallee. All three voted to approve the recommendation awarding the 51st Street roadway improvements contract to BECCO Contractors. They also unanimously approved updated flood insurance maps and floodplain regulations. These records show Dunkerley participating in collective decisions that reach beyond his own district. A vote to approve a contract or regulation does not establish that construction has been completed, money has been paid, or every implementation requirement has been met.

Regional planning and a communications disagreement

INCOG’s August 17, 2026 roster lists Dunkerley among Tulsa County’s representatives. The regional forum brings officials from different governments together; membership does not confer authority over those governments. Within county administration, Public Radio Tulsa reported a November 2025 disagreement over how to organize communications staff. Dunkerley favored a unified team, while Sims discussed assistance from employees in other departments. The commissioners ultimately struck the proposed motion on November 17. That reported outcome establishes what happened to that motion, rather than the final form of every later communications arrangement.

The campaign and a dated financial snapshot

His 2026 campaign website identifies Friends for Kelly Dunkerley 2026 as the authorizing committee and lists State Representative Mark Tedford among his endorsers. These are attributed campaign statements. The committee’s original pre-runoff summary covers June 2–August 10, 2026 and carries an August 17 submitted date, with the amended box unchecked. It reports US$250 in receipts and US$1,253 in expenditures, taking an opening balance of US$69,530 to US$68,527. Those reporting-period figures reconcile and were checked visually in the official filing portal. They describe campaign funds, not personal income. The complete amended and later filing sequence has not been established, so the August balance is a historical snapshot.
