Tulsa County Treasurer
A former municipal staff member and Sand Springs vice mayor who now collects and invests public revenues, conducts tax resales and participates in county budget decisions.
John Fothergill is Tulsa County’s treasurer. He moved into the acting role after Dennis Semler retired in September 2020 and won election in February 2021. His responsibilities connect tax collections to the schools, local governments and public institutions that receive them. He also sits on the Tulsa County Budget Board, whose members elected him vice chair on January 20, 2026.
Fothergill’s official biography identifies him as a Jenks High School graduate with a B.A. in finance from Northeastern State University. It describes more than a decade working for the Tulsa City Council in constituent services, legislative liaison work and council assistance across all nine districts. The biography also lists service on Sand Springs’ Board of Adjustment and as a city councilor and vice mayor. These positions placed him on both the staff and elected sides of local government; the sources do not supply a complete year-by-year employment history.
Sand Springs minutes document an appointment and oath for an unexpired term through May 2014.
Contemporaneous reporting dates his Ward 4 departure while vice mayor and identifies his new chief-deputy role with Karen Keith.
Public Radio Tulsa dates his succession to Dennis Semler’s retirement that month.

The official return records his opening remarks and 186 properties sold to individuals.
Seven members or representatives present vote for Fothergill.
Official results record 56.61% against Brandon L. Shreffler.

Fothergill’s 2026 campaign describes improved payment options, stronger security and more accessible service. Those are the campaign’s claims. Assessing their results requires records of implementation, processing performance and costs. The county budget documents an automated mail-processing system and describes daily balancing, while the resale return and Budget Board minutes identify specific official actions and outcomes. These records provide a firmer basis for evaluating the office than treating campaign language as an independent performance audit.
Sand Springs’ April 14, 2014 minutes record his appointment to an unexpired Ward 4 council term ending that May and the administration of his oath. That short appointment should not be mistaken for a complete account of his electoral service. Sandite Pride reported in February 2017 that he had vacated the Ward 4 seat the preceding December, while vice mayor, after being hired as chief deputy to County Commissioner Karen Keith. His official biography later records service as chief deputy to Treasurer Dennis Semler. Public Radio Tulsa reported that Fothergill became acting treasurer after Semler’s September 2020 retirement and defeated Francis Hart III in the February 9, 2021 election.
The January 20, 2026 Budget Board minutes document a unanimous vote among seven members or representatives present to elect Fothergill vice chair. During that meeting he seconded a motion to release reserves in the Visual Inspection Fees fund after the budget director reported that nearly all projected revenue had been collected. He also moved to approve $30,000 from General Fund Contingency for sheriff’s vehicle repairs. Both motions passed with seven affirmative votes. The $30,000 is a board-approved allocation recorded in those minutes, not a payment to Fothergill or proof of the amount ultimately spent on repairs. These votes show his participation in decisions affecting other county offices, with approval still resting on the board’s collective action.
The treasurer’s responsibilities include the annual auction of real estate for unpaid property taxes or special assessments. The FY 2025–2026 budget separately states that sales of county-owned property require county commissioners’ approval. The office’s June 9, 2025 resale minutes provide a concrete record: Fothergill gave opening remarks on the governing guidelines; 243 properties were taken to resale, 55 were paid or removed during the resale, two were removed by the treasurer and 186 were sold to individuals. The minutes list 149 properties with excess resale proceeds. Those are property counts for one sale, not the number of households displaced or a measure of auction revenue. The report does not explain the two individual removal decisions, so no motive is assigned to them.
His official biography places his earlier service in regional planning, municipal advocacy and environmental institutions: the Tulsa Metropolitan Area Planning Commission, Oklahoma Municipal League, Tulsa Levee District 12, Metropolitan Environmental Trust and Route 66 Main Street. It identifies those roles as former service. It also reports more than 20 years on Oktoberfest’s event-management team, a former chair role at PatriotFest, Lucile Page Manor Apartments board service and the Rotary Club of Sand Springs presidency for 2025–2026. The Rotary period is stated as a dated term, not extended beyond that year. These affiliations describe institutional experience; they do not establish ownership, current board authority, public funding for an organization or coordination among the organizations.
Official State Election Board results for the June 16, 2026 Republican primary show Fothergill receiving 29,372 votes, or 56.61%, against Brandon L. Shreffler’s 22,517 votes, or 43.39%. These are the certified race totals displayed in the Tulsa County results, not a forecast for another election. Earlier, the Tulsa Beacon explicitly endorsed Fothergill in its February 4, 2021 editorial, emphasizing his experience in the treasurer’s office. That endorsement establishes the newspaper’s stated support; it does not establish a financial contribution.
